Regulations on the Declaration and Payment of Professional Auctioneer Appraisal Fees

Circular 106/2017/TT-BTC has been promulgated by the Ministry of Finance, regulating the rates, collection, submission, management, and use of fees for appraisal of auctioneer practice standards and appraisal fees for registration conditions for operation of asset auction enterprises. This document is effective from November 21, 2017.

To be specific, the declaration and payment of the appraisal fee for auction practice standards are carried out as follows:

- No later than the 5th of each month, the fee-collecting organization must send the collected fees of the previous month to a fee account pending budget submission opened at the State Treasury.- The fee-collecting organization shall declare and pay the collected fees monthly and make an annual settlement according to the instructions in Clause 3, Article 19, and Clause 2, Article 26 of Circular 156/2013/TT-BTC.

In addition, Circular 106 also regulates the organizations responsible for collecting fees, specifically:

- The Department of Judicial Assistance (Ministry of Justice) is the organization that collects the appraisal fee for auction practice standards.- The Department of Justice of provinces and centrally-run cities where the enterprise is headquartered shall collect the appraisal fee for the registration conditions for the operation of asset auction enterprises.
