Regulations on the control and assessment of hydrological survey data in Vietnam (Illustration)
According to Article 10 of the Economic - Technical Standards for Hydrometeorological data Work issued with Circular 39/2013/TT-BTNMT stipulates the reception, control, assessment, quality classification, and transfer of hydrological survey data in Vietnam as follows:
Regarding the reception of materials:
* Preparation work:
- Review the assigned tasks of the measurement network managed by the station, including: Measurement indicators (factors to measure), measurement periods (time), equipment at each point as a basis for cross-checking with the materials;
- Arrange labor to receive materials, remind survey teams to submit materials on time after each survey period.
* Receiving materials:
- Create and confirm the materials handover with the survey team;
- Check the volume of materials: Based on the assigned tasks regarding the measurement indicators, cross-check the quantity of materials, and identify the cause of any shortages.
Regarding the control of materials:
- Control the physical condition of the materials;
- Control the implementation of processes and regulations;
- Control the original registers;
- Control diagrams (if any);
- Control data of each survey period according to the approved outline;
- Control between original registers, (diagrams) and various reports;
- Control the correlation between measured factors;
- Compare with one (or two) copies of the data report.
Regarding the evaluation, classification, and transfer of materials:Record quality evaluations, send all materials including original registers, diagrams, and one set of edited materials along with a material inventory to the Center for Hydrometeorological and Environmental Network for appraisal and quality evaluation.
