Regarding this issue, LawNet would like to answer as follows:
On November 22, 2023, the Minister of National Defense issued Circular 88/2023/TT-BQP regulating the colors, flags, badges, and signals of vessels, aircraft, motorbikes, and other vehicles of the Border Guard.
- Vessels of the Border Guard are vehicles operating on water, including: vessels, vessels, canoes, and other floating vehicles equipped to serve the task of managing and protecting national borders, maintaining security and order in border areas, and performing other tasks.
- Border Guard aircraft are airborne vehicles, including: transport helicopters and other flying equipment, equipped to serve the task of managing and protecting national borders and maintaining security and order. self in border areas; search, rescue, and perform other tasks.

Specifically, Clauses 1 and 2, Article 5 of Circular 88/2023/TT-BQP regulate the colors of vessels and aircraft of the Border Guard in Vietnam as follows:
(1) Color of the vessel
- Vessels performing the task of managing and protecting national borders and maintaining security and order in border areas: vessel hull (freeboard part), cabin painted in light gray color; deck painted green; Both sides of the freeboard are painted with the words “BIÊN PHÒNG VIỆT NAM-VIETNAM BORDER GUARD”; badges are painted on both sides of the bow; the registration number is 30 cm away from the badge; The size of numbers and letters is equal to 1/4 of the freeboard height, arranged in a balanced manner; Numbers and capital letters, Vietnamese font "VnHelventlnsH" in reflective yellow.
- Search and rescue vessels: the hull (freeboard) is painted orange, the cabin is painted white, and the deck is painted green. Both sides of the freeboard are painted with the words “BIÊN PHÒNG VIỆT NAM-VIETNAM BORDER GUARD”; badges are painted on both sides of the bow; the registration number is 30 cm away from the badge; The size of numbers and letters is equal to 1/4 of the freeboard height, arranged in a balanced manner; Numbers and capital letters, white Vietnamese font "VnHelventlnsH".
- Vessels ensuring logistics and performing other tasks: Follow the regulations in Point a, Clause 1, Article 5 of Circular 88/2023/TT-BQP.

(2) Aircraft color
- Airaircraft fuselage: the lower fuselage is painted green (from the line below the aircraft's bay window down the belly of the aircraft to the cockpit cabin window); the upper fuselage is painted white (from the line below the aircraft's bay window up the back of the aircraft to the cockpit cabin window and the wing).
- Head of the aircraft: paint the insignia of the Border Guard from the bottom edge of the driver's cabin down to the ventral edge of the fuselage; the size of the insignia is 2/5 of the lower fuselage (the green painted part); aircraft numbers and symbols are painted 30 cm away from the badge towards the front of the aircraft. Paint the words "BIÊN PHÒNG VIỆT NAM" above, "VIETNAM BORDER GUARD" below, capital letters, Vietnamese font "VnHelvetlnsH" in reflective yellow, 30 cm from the badge towards the rear of the aircraft; the size of numbers and letters is 1/2 of the badge.
- Aircraft wings: main wings, horizontal tail wings, and vertical tail wings painted white; the vertical tail wing above is painted with the Vietnamese National Flag; the size is 2/3 of the vertical tail wing's area.
