Regulations on the coefficient Kq corresponding to the volume of the receiving water source for wastewater in Vietnam

On September 27, 2017, the Ministry of Natural Resources and Environment of Vietnam issued Circular 31/2017/TT-BTNMT stipulating the Kq coefficient corresponding to the capacity of the wastewater receiving source.

Circular 31 stipulates the Kq coefficient corresponding to the capacity of the wastewater receiving source, which are lakes, ponds, and lagoons in Vietnam as follows:

Capacity of the wastewater receiving source (V)
Unit: cubic meters (m3)
Kq Coefficient
V ≤ 10 x 106 0.6
10 x 106 < V ≤ 100 x 106 0.8
V > 100 x 106 1.0

In which:

- V is calculated based on the average capacity of lakes, ponds, and lagoons that receive wastewater during the 03 driest months over 03 consecutive years (data from the Hydrometeorological agency).

Note:

- When the wastewater receiving source lacks data on the flow rate of rivers, streams, creeks, canals, and ditches, the Kq coefficient value of 0.9 is applied; if lakes, ponds, and lagoons lack capacity data, the Kq coefficient value of 0.6 is applied.

- The Kq coefficient for coastal seawater, saltwater, and brackish lagoons as wastewater receiving sources is specified by Circular 31 as follows:

  • Coastal seawater used for aquatic protection, sports, and underwater recreation, and coastal saltwater and brackish lagoons apply a Kq coefficient value of 1;
  • Coastal seawater not used for aquatic protection, sports, or underwater recreation applies a Kq coefficient value of 1.3.
