Regulations on the Citizen Reception Office of the Ministry of National Defense

Circular 59/2016/TT-BQP was issued by the Ministry of National Defense on April 21, 2016 to provide specific regulations regarding the citizen reception office of the Ministry of National Defense.

Circular 59 stipulates that the citizen reception office must be located in a convenient place for the reception of citizens, as well as for citizens to file complaints, denunciations, petitions, and feedback; the necessary infrastructure must be guaranteed for work; the internal regulations and citizen reception process must be posted, along with other information as required by the law.

In particular:

- When assigning officials to receive citizens, it is necessary to select comrades with strong political resolve; good moral qualities; professional competence; good methods of mobilizing and persuading the masses; understanding of practical situations; and a sense of responsibility for the tasks assigned.- Agencies and units must arrange security forces to ensure order and security at the Citizen Reception Office under their management; there must be a security plan for the office submitted to the competent authority for approval. The Citizen Reception Office operates during office hours (except Saturdays, Sundays, and public holidays).- When performing duties outside of the barracks, if stationed in any locality, agencies and units must set up a Citizen Reception Point in that locality in an appropriate manner.
