Regulations on the Certificate of Eligibility for Environmental Monitoring Service Operations

This is important content in Circular 11/2014/TT-BTP of the Ministry of Natural Resources and Environment detailing the assessment conditions for environmental monitoring service activities and the certification form, which will take effect from June 9, 2015.

To be specific, in Article 11 of Circular 19/2015/TT-BTNMT the regulation stipulates that based on the results of the appraisal, the Director General of the General Department of Environment shall submit to the Minister of Natural Resources and Environment for consideration and issuance of a decision to certify along with the Certificate of Eligibility for Environmental Monitoring Services for the requesting organization.

Note: The Certificate of Eligibility for Environmental Monitoring Services must clearly state the field and scope of activities certified. In cases where the organization is not qualified for certification, the Director General of the General Department of Environment shall sign a notification document and specify the reasons, sending it to the requesting organization as per the procedures and processes prescribed in Clause 3 of Articles 11, 12, 13, and 14 of Decree 127/2014/ND-CP dated December 31, 2014, of the Government of Vietnam.

In addition, in the case of initial issuance or renewal of the certificate, the validity period of the certificate is 36 months from the date of decision issuance as stipulated in Clause 3, Article 4 of Decree 127/2014/ND-CP dated December 31, 2014, of the Government of Vietnam.

In cases of content adjustment or re-issuance of the certificate, the validity period of the decision on content adjustment and re-issuance of the certificate remains unchanged compared to the previously issued certificate.
