Article 23 Circular 02/2015/TT-BKHCN stipulates the issuance of the Certificate of Appraisal of results of science and technology tasks not utilizing state budget as follows:

- Within 5 working days from the date of receiving the appraisal minutes from the Appraisal Council, the head of the appraisal performing agency shall review and decide on the issuance of the Certificate of Appraisal for the results of implementing the task. In case the Certificate of Appraisal is not issued, the appraisal performing agency must notify the organization or individual in writing, specifying the reasons.

- In the event the head of the appraisal performing agency does not agree with the appraisal results of the Appraisal Council, the appraisal performing agency shall notify the organization or individual in writing (stating the reasons for disagreeing with the Council's conclusion) and reconsider, reappraise the results of implementing the task. The duration for reappraisal and response to the requesting organization or individual shall be carried out within 15 working days from the date of receiving the appraisal minutes from the Appraisal Council.

- The Certificate of Appraisal of results of implementing science and technology tasks prescribed by this Circular does not replace the production and distribution permits of products regulated by specialized management Ministries and sectors.- For the results of tasks already evaluated, accepted, authorized for production, and circulation by the specialized management Ministries, appraisal under this Circular is not required. Before application, the organization or individual must send the appraisal document or granted permit to the Ministry of Science and Technology for monitoring and unified management.

- Organizations and individuals requesting appraisal of the results of task implementation must comply with the legal provisions on intellectual property and other related legal regulations, being responsible for the veracity of the appraisal request documents.

- If it is discovered that the organization or individual leading the task; organization or individual applying the results of task implementation, provides untruthful information or falsifies the contents of the appraisal request documents, the competent authority issuing the Certificate of Appraisal has the right to annul the Certificate of Appraisal.
