On June 25, 2024, the Government issued Decree 68/2024/ND-CP regulating special government digital signatures.

Regulations on the authentication for specialized digital signatures for public service in Vietnam from August 15, 2024

The authentication for specialized digital signatures for public service provided by the organization offering digital signature authentication includes:

• Creating and distributing key pairs.
• Issuing specialized digital signatures for public service.
• Extending specialized digital signatures for public service.
• Changing the information content of specialized digital signatures for public service.
• Revoking specialized digital signatures for public service.
• Recovering secret key storage devices.
• Publishing and maintaining an online database of specialized digital signatures for public service.
• Online verification of specialized digital signatures for public service.
• Issuing timestamps.

Content of specialized digital signatures for public service in Vietnam

The content of specialized digital signatures for public service, as regulated in Article 7 of Decree 68/2024/ND-CP, includes:

• The name of the organization providing the special government digital signatures certification services.
• The name of the subscriber.
• The serial number of the special government digital signatures certificate.
• The validity period of the special government digital signatures certificate.
• The public key.
• The digital signature of the organization providing the special government digital signatures certification services.
• Restrictions on the purpose and scope of use of the special government digital signatures certificate.

Validity period of specialized digital signatures for public service in Vietnam

The validity period of specialized digital signatures for public service is regulated as follows:

• The validity period of specialized digital signatures for public service issued by the organization providing special digital signature authentication is 20 years.
• specialized digital signatures for public service issued to new subscribers have a maximum validity period of 5 years.
• Extended specialized digital signatures for public service have an extended maximum validity period of 3 years.
• For specialized digital signatures for public service used for issuing and checking electronic chip passports, the validity period is regulated according to Article 23 of Decree 68/2024/ND-CP. For specialized digital signatures for public service used for issuing and checking electronic chip IDs, the validity period is regulated according to Article 26 of Decree 68/2024/ND-CP.

Procedure and documentation for issuing specialized digital signatures for public service in Vietnam

Request for the issuance of specialized digital signatures for public service

• For individual specialized digital signatures for public service

The direct managing agency or organization must submit a written request for the issuance of a special government digital signatures certificate according to Form No. 01 attached to Decree 68/2024/ND-CP to the organization providing special digital signature authentication.

• For specialized digital signatures for public service for agencies and organizations

The direct managing agency or organization must submit a written request for a new special government digital signatures certificate according to Form No. 02 attached to Decree 68/2024/ND-CP to the organization providing special digital signature authentication.

• For specialized digital signatures for public service for devices, services, and software

The direct managing agency or organization must submit a written request for a new special government digital signatures certificate according to Form No. 03 attached to Decree 68/2024/ND-CP to the organization providing special digital signature authentication.

• Within 3 working days from the date of receipt of a valid dossier, the organization providing special digital signature authentication is responsible for checking the dossier, creating the key pair, creating the special government digital signatures certificate, and ensuring the secret key storage device for the subscriber.

Notify the time and place to receive the secret key storage device to the direct managing agency or organization; or send account information to the subscriber in case of deploying a centralized digital signature solution.

In case of not accepting the request to issue a special government digital signatures certificate, the organization providing special digital signature authentication must notify in writing, specifying the reasons, to the direct managing agency or organization.

• The direct managing agency or organization is responsible for receiving the secret key storage device from the organization providing special digital signature authentication; immediately after handing over the secret key storage device to the subscriber, send a notification according to Form No. 07 attached to Decree 68/2024/ND-CP to the organization providing special digital signature authentication for management purposes.
