Circular 19/2014/TT-BTNMT of the Ministry of Natural Resources and Environment detailing the appraisal of conditions for environmental monitoring service operations and the certificate form shall take effect from June 09, 2015.

In Article 9 of Circular 19/2015/TT-BTNMT, the Appraisal Council comprises 05 to 09 members, including:
- The Chairman of the Council, who is the Leader of the General Department of Environment;- The Vice Chairman of the Council, who is an expert with expertise and experience in the field of environmental monitoring or a Leader at the Department level or equivalent of the appraisal agency;- 01 Secretary Member, who is a representative of the appraisal agency;- Members, including representatives of some Ministries, sectors, or Departments of Natural Resources and Environment related to the field, and experts with expertise and experience in environmental monitoring, of which 02 members are selected to serve as reviewers.
An official meeting of the Appraisal Council can only proceed when all of the following conditions are met:
- The participation of at least two-thirds (2/3) of the Council members according to the decision, which must include the Chairman of the Council or the Vice Chairman of the Council in the absence of the Chairman and at least 01 reviewer member;- After obtaining evaluation results, examining the dossier and the evaluation results, and conducting on-site inspections at the organization requesting the certification of being qualified to provide environmental monitoring services.
Simultaneously, the Council conducts the appraisal and evaluation of the environmental monitoring service operation conditions of the organization based on related dossiers and documents; the results of the dossier review, and the results of the practical assessment and inspection at the organization. The costs for the activities of the Appraisal Council are implemented according to current legal regulations.
