Regulations on the Allocation of State Budget to Support Homestead Land for Ethnic Minorities

According to the provisions of Circular 105, regarding support for homestead land and production land, the management, allocation, and payment of state budget funds are implemented as follows:

Regarding support for homestead land

- The provincial People's Committee has the authority to stipulate the allocation and payment mechanism.

Regarding support for production land

- Ensuring the following principles:- For self-reclaimed land: The district People's Committee directs the commune People's Committee to cooperate with the specialized agencies of the district tasked with guiding households to organize reclamation according to the land use planning of each commune and in accordance with the farming practices of the people;- For transferred land: The district People's Committee assigns a specialized unit to cooperate with the commune People's Committee, along with the households, to determine the transferred land area of the households and prepare a handover record.- For concentrated reclamation projects: The advance and payment of funds for concentrated reclamation projects are carried out according to the regulations applicable to infrastructure construction investment projects of the communes.
