Law on Road Traffic Order and Safety 2024 was passed by the 15th National Assembly of the Socialist Republic of Vietnam, 7th session on June 24, 2024.

Regulations on driver license categories in Vietnam starting January 1, 2025

Driver licenses in Vietnam include the following categories:

- Category A1 is issued to drivers of two-wheeled motorcycles with a cylinder capacity of up to 125 cc or an electric motor power up to 11 kW;

- Category A is issued to drivers of two-wheeled motorcycles with a cylinder capacity over 125 cc or an electric motor power over 11 kW and the types of vehicles prescribed for category A1 driver licenses;

- Category B1 is issued to drivers of three-wheeled motorcycles and the types of vehicles prescribed for category A1 driver licenses;

- Category B is issued to drivers of cars carrying up to 08 passengers (excluding the driver's seat); trucks and special purpose vehicles with a total design weight of up to 3,500 kg; cars as prescribed for category B driver licenses towing trailers with a total design weight of up to 750 kg;

- Category C1 is issued to drivers of trucks and special purpose vehicles with a total design weight of over 3,500 kg up to 7,500 kg; trucks as prescribed for category C1 driver licenses towing trailers with a total design weight of up to 750 kg; the types of vehicles prescribed for category B driver licenses;

- Category C is issued to drivers of trucks and special purpose vehicles with a total design weight of over 7,500 kg; trucks as prescribed for category C driver licenses towing trailers with a total design weight of up to 750 kg; the types of vehicles prescribed for category B and C1 driver licenses;

- Category D1 is issued to drivers of cars carrying over 08 passengers (excluding the driver's seat) up to 16 passengers (excluding the driver's seat); cars carrying passengers as prescribed for category D1 driver licenses towing trailers with a total design weight of up to 750 kg; the types of vehicles prescribed for categories B, C1, C driver licenses;

- Category D2 is issued to drivers of cars carrying over 16 passengers (including buses) (excluding the driver's seat) up to 29 passengers (excluding the driver's seat); cars carrying passengers as prescribed for category D2 driver licenses towing trailers with a total design weight of up to 750 kg; the types of vehicles prescribed for categories B, C1, C, D1 driver licenses;

- Category D is issued to drivers of cars carrying over 29 passengers (including buses) (excluding the driver's seat); sleeper buses; cars carrying passengers as prescribed for category D driver licenses towing trailers with a total design weight of up to 750 kg; the types of vehicles prescribed for categories B, C1, C, D1, D2 driver licenses;

- Category BE is issued to drivers of cars prescribed for category B driver licenses towing trailers with a total design weight of over 750 kg;

- Category C1E is issued to drivers of cars prescribed for category C1 driver licenses towing trailers with a total design weight of over 750 kg;

- Category CE is issued to drivers of cars prescribed for category C driver licenses towing trailers with a total design weight of over 750 kg; truck tractors towing semi-trailers;

- Category D1E is issued to drivers of cars prescribed for category D1 driver licenses towing trailers with a total design weight of over 750 kg;

- Category D2E is issued to drivers of cars prescribed for category D2 driver licenses towing trailers with a total design weight of over 750 kg;

- Category DE is issued to drivers of cars prescribed for category D driver licenses towing trailers with a total design weight of over 750 kg; articulated buses.

Regulations on the age of operators of vehicles joining in road traffic in Vietnam starting January 1, 2025

According to Article 59 Law on Road Traffic Order and Safety 2024, the age and health of operators of vehicles joining in road traffic in Vietnam are regulated as follows:

- The age of drivers and operators of special-use motorcycles is regulated as follows:

+ Persons aged 16 or older are allowed to operate mopeds;

+ Persons aged 18 or older are issued category A1, A, B1, B, C1 driver licenses and a certificate of road traffic law knowledge for operating special-use motorcycles on road traffic;

+ Persons aged 21 or older are issued category C, BE driver licenses;

+ Persons aged 24 or older are issued category D1, D2, C1E, CE driver licenses;

+ Persons aged 27 or older are issued category D, D1E, D2E, DE driver licenses;

+ The maximum age for drivers of cars carrying over 29 passengers (including buses) (excluding the driver's seat), sleeper buses is 57 years old for males and 55 years old for females.

- operators of vehicles joining in road traffic must ensure they meet the health conditions suitable for the type of vehicles they are allowed to operate. The Minister of Health (Hanoi, Vietnam) shall stipulate health standards, health examinations for drivers, special-use motorcycle operators; periodic health examinations for professional car drivers; and build a health database for drivers, special-use motorcycle operators.

- The Minister of National Defense and the Minister of Public Security (Hanoi, Vietnam) shall stipulate the age of drivers in the army, police engaged in defense, and security tasks.
