Regulations on termination of operation and dismantlement of nuclear power plants in Vietnam

This is one of the contents detailed in Decree No. 70/2010/NĐ-CP of Vietnam’s Government elaborating the Law on Atomic Energy regarding nuclear power plants.

According to Articles 34 and 35 of Decree No. 70/2010/NĐ-CP of Vietnam’s Government, organizations with nuclear power plants shall make dossiers for operation termination and dismantlement and submit them to the radiation and nuclear safety agency for approval at least 24 months before terminating operation of their plants. Such a dossier comprises:

- A plan on dismantlement as specified in Article 35 of this Decree;

- A report on analysis of safely of dismantlement of the nuclear power plant;

- An environmental impact assessment report:

- A program for assurance of quality of plant dismantlement;

- Results of appraisal of the environmental impact assessment report by the Ministry of Natural Resources and Environment;

- Results of safety appraisal by the radiation and nuclear safety agency.

In which, a report on analysis of safety of dismantlement of a nuclear power plant contains:

- Reason(s) for operation termination;

- A plan on dismantlement and radioactivity decontamination;

- A plan on disposal of radiation sources and radioactive wastes.

A plan on dismantlement of a nuclear power plant must be appropriately detailed for each stage and have the 10 following contents:

- Overview of dismantlement of the nuclear power plant.

- Basic principles of dismantlement of the nuclear power plant.

- Safety requirements in the course of dismantlement.

- Method and schedule of dismantlement.

- Method for removal of radioactive materials and radioactivity decontamination.

- Method for disposal and burial of radioactive wastes.

- Necessary measures to prevent radiation incidents.

- Environmental impact assessment and remedies.

- Quality assurance program.

- Expenses for dismantlement and plan on financing the dismantlement.
