Below is the content of the regulation regarding the specialized inspection cards for information and communications in Vietnam from January 28, 2025.

On December 13, 2024, the Minister of Information and Communications of Vietnam promulgated Circular 15/2024/TT-BTTTT regulating certain contents on specialized inspection in Information and Communications.
According to Article 4 of Circular 15/2024/TT-BTTTT, the regulations on specialized inspection cards in Vietnam are as follows:
- Those assigned to perform specialized inspection duties are issued specialized inspection cards by the Minister of Information and Communications to use when performing these duties.
- Individuals assigned to specialized inspection duties are responsible for maintaining and using the specialized inspection cards according to legal regulations. They must not use the Card for personal purposes, use another's Card, or lend their Card.
- The validity period of the specialized inspection card is no more than 5 years from the issuance date, including new issuance, renewal, and reissuance as per Article 6 of Circular 15/2024/TT-BTTTT.
- In case of loss, damage, or expiry of the Card, the assigned inspector reports to the Head of Department to complete procedures for renewal or reissuance of the Card according to regulations.
- Individuals issued the specialized inspection card, who are no longer assigned specialized inspection duties, must return the Card to the Head of Department.
(1) New issuance of specialized inspection cards for officials meeting conditions and standards as stipulated in Clause 1, Article 3 of Circular 15/2024/TT-BTTTT and are assigned specialized inspection duties by the Head of Department.
(2) Renewal of specialized inspection cards in the following cases:
- Card expiry;
- Card damage;
- Card still valid but official's position, rank changes, or transferred to another unit within the Ministry of Information and Communications, or other reasons necessitating information change on the Card;
- When a competent authority issues a new card template replacing the old one.
(3) Reissuance of specialized inspection cards in cases where the issued Card is lost due to objective reasons and does not fall under conditions for revocation or temporary suspension of use as stipulated in Clauses 3 and 4, Article 7 of Circular 15/2024/TT-BTTTT. Reissuance is not provided if the Card is lost due to violations stipulated in Clause 2, Article 4 of Circular 15/2024/TT-BTTTT. The reissued Card retains the prior card's validity and code.
(4) Application for new, renewal, or reissuance of specialized inspection cards includes:
- An Official Dispatch proposing new issuance, renewal, or reissuance of specialized inspection cards from the Head of Department performing specialized inspection duties, with a comprehensive list of information of people proposed for new, renewal, or reissuance. The Official Dispatch form for these purposes is provided in Appendix 04 issued with Circular 15/2024/TT-BTTTT. For reissuance, the cardholder needs an application form for reissuance as per Appendix 05 issued with the Circular.
- Two color portrait photos with blue background (size 20mm x 30mm) of the person assigned for inspection duties, taken no more than six months prior to submission, indicating the name and agency on the back.
- Assignment decision for inspection duties (original or officially copied) unless requesting renewal or reissuance due to expiry or damage.
(5) Within 15 days from receipt of a complete application from departments assigned specialized inspection duties, the Ministry’s Inspectorate shall compile and submit to the Minister for consideration and signature of the Decision to issue the specialized inspection card, based on the template defined in Appendix 06 issued with Circular 15/2024/TT-BTTTT. If not granted, the Ministry’s Inspectorate must issue a written response with reasons for refusal.
(6) The Ministry Office is responsible for printing Inspection Cards after ministerial approval and handing them over to the Ministry Inspectorate.
(7) The Ministry Inspectorate handles receipt and distribution of the Cards to entrusted departments for specialized inspection functions.
(8) The Head of Department handling specialized inspection functions is responsible for the information and documents of individuals proposed for Card issuance; managing, delivering, and supervising the Card use of employees under their jurisdiction.
