Regulations on the service fees for electronic non-stop toll collection in Vietnam from January 1, 2025 are stipulated in Circular 34/2024/TT-BGTVT.

On November 14, 2024, the Minister of Transport of Vietnam issued Circular 34/2024/TT-BGTVT on the operation of road toll stations.
According to the provisions of Article 15 of Circular 34/2024/TT-BGTVT, the costs for operation, service fees for road usage toll collection by electronic non-stop method, and monitoring costs of service fee collection for road usage are as follows:
- The operating cost for road usage toll collection is determined according to the economic and technical norms issued by the competent state authority, the contract for providing electronic non-stop road usage toll collection service that has been signed, and related legal regulations.
- Service fees for road usage toll collection by electronic non-stop method:
+ The service fees for electronic non-stop road usage toll collection at each toll station are specifically determined in the contract for providing electronic non-stop road usage toll collection service and are directly deducted from the revenue of road usage fee collection for road construction investment projects with road usage tolls;
+ The service fees for electronic non-stop road usage toll collection will be adjusted according to the provisions in the contract terms for providing electronic non-stop road usage toll collection service;
+ For service fee collection projects for road usage signed with competent authorities under a public-private partnership, the revenue from providing electronic non-stop road usage toll collection service is the amount that the service provider is entitled to for the reimbursement of investment, construction, renovation, operation, and maintenance of the electronic non-stop road usage toll collection project.
- Monitoring costs for road usage toll collection activity:
+ Monitoring costs include: monitoring, post-audit, and reconciliation of service fee collection data between the toll management unit and the electronic non-stop road usage fee service provider, and the toll operation unit;
+ Monitoring costs are determined according to the economic and technical norms issued by the competent state authority and related legal regulations.
Management and monitoring of toll station activities are implemented according to the provisions of Article 10 of Circular 34/2024/TT-BGTVT as follows:
- Toll management units, toll operation units, and electronic non-stop road usage fee service providers must take responsibility for inspecting and monitoring the activities of toll stations to ensure compliant toll collection. They must provide complete information, data, statistics, and documents upon the request of competent authorities regarding toll station activities during the exploitation process.
- The management, inspection, monitoring, and handling of violations in toll station activities are conducted according to the provisions of the Circular, related legal regulations, and contract provisions.
Refer to the Circular 34/2024/TT-BGTVT (effective from January 1, 2025) replacing Circular 45/2021/TT-BGTVT of the Minister of Transport regulating the operation of road toll stations.
