Regulations on Salary Classification and Military Rank Promotion for Professional Soldiers

On October 30, 2016, the Ministry of National Defense issued Circular 170/2016/TT-BQP stipulating the military ranks of professional soldiers corresponding to salary levels, promotion, demotion in military ranks in cases of salary downgrade due to disciplinary action; procedures, processes, and decision-making authority for professional soldiers, defense workers, and public defense employees.

the subjects stipulated in Clause 1, Clause 2, Article 14 of the Law on Professional Military Personnel, Defense Workers and Public Employees, who meet the conditions and standards, shall be selected and recruited as professional military personnel, with salary arrangement and military rank promotion as follows:

- Officers of the People's Army; defense workers and public employees selected as professional military personnel, based on their job position; level of technical and professional training; current salary level, shall be classified, grouped, arranged with salary and rank promotion corresponding to the salary level according to Article 4 of Circular 170.- Non-commissioned officers, soldiers selected as professional military personnel, based on their job position; level of technical and professional training, shall be classified, grouped, arranged with salary and rank promotion corresponding to the salary level according to Article 4 of Circular 170.- Officials and public employees recruited as professional military personnel, based on the recruitment position; level of technical and professional training; current salary level according to their rank, professional title, and mandatory social insurance contribution time (if any), shall be classified, grouped, arranged with salary and rank promotion corresponding to the salary level according to Article 4 of Circular 170.
