Regulations on Reexamination of Reserve Officers from August 19, 2020

Recently, the Government of Vietnam has just issued Decree 78/2020/ND-CP stipulating regulations on reserve officers of the Vietnam People's Army.

According to Decree 78/2020/ND-CP, annually, the District Military Command shall develop a plan to inspect the existing reserve officers in the locality, submit it to the Chairman of the District People's Committee for approval; coordinate with the reserve mobilization units to inspect the reserve officers who have been arranged and appointed to the reserve mobilization units; direct the Commune-level Military Command, the Military Command of agencies and organizations, where there is no Military Command, the head or legal representative headquartered in the area, to organize the inspection of reserve officers who have not been arranged and appointed to the reserve mobilization units.

Regarding the inspection method:

- Directly meet the reserve officers. In case the reserve officers are absent, meet the representative of their family or the representative of the agency managing the reserve officers to grasp and compare the records;

- Directly meet village heads, hamlet heads, neighborhood group leaders, or heads of agencies and organizations to understand the situation of reservists who have returned to the locality or agencies and organizations but have not registered in the reserve officers or reserve officers who have left the locality or agencies and organizations but have not registered the transfer.

Funding sources

- The funding for inspecting local reserve officers shall be ensured by the local budget;

- The funding for inspecting reserve officers who have been arranged and appointed to reserve mobilization units shall be allocated by the state budget within the annual expenditure estimates of the Ministry of National Defense.
