On June 10, 2019, the Ministry of Finance issued Circular 33/2019/TT-BTC amending and supplementing a number of articles of Circular 196/2016/TT-BTC on stipulating the rates, collection policies, payment, management, and use of fees for the exploitation and use of measurement and mapping data information.
The exemption and reduction of fees for exploiting and utilizing surveying and mapping data are stipulated in Circular 33/2019/TT-BTC as follows:
- Fee exemption in the case where the Minister, Head of ministerial-level agencies, agencies under the Government of Vietnam, or Chairperson of the provincial People's Committee has written requests to exploit and utilize surveying and mapping information and data, which are public assets, to serve the following purposes:- National defense and security in an emergency;- Disaster prevention and control in an emergency.- The emergency as prescribed in this clause is defined according to the provisions of the Law on National Defense and laws on disaster prevention and control.- The fee rate is 60% of the corresponding fee rate in the Fee Schedule issued with Circular 196/2016/TT-BTC in cases where the Minister of Public Security, Minister of National Defense, or Chairperson of the provincial People's Committee has written requests to exploit and utilize surveying and mapping information and data, which are public assets, for national defense and security purposes.
