On May 31, 2024, the Minister of Transport of Vietnam issued Circular 18/2024/TT-BGTVT, amending Circular 12/2020/TT-BGTVT on the organization and management of road transportation activities and road transport support services.
The provision of information on buses entering and leaving passenger terminals from July 15, 2024, is regulated as follows:
- The information provided on the Transport Order of each bus operating at the station includes name of the passenger terminal (name, station code as per the published decision); name of the transport company or cooperative (name, tax identification number of the transport company or cooperative); name of the driver (name, driver's license class, driver's license number); vehicle registration plate; route (route number, originating passenger terminal, destination passenger terminal); departure time; actual number of passengers at the time of departure.
- The above-mentioned information must be continuously provided to the Vietnam Road Administration’s software within no more than 03 minutes from the time the bus departs the station.

Prior to July 15, 2024, the regulation for providing information on buses entering and leaving passenger terminals is as follows: (i) Default identification information includes: name, tax identification number of the transport company or cooperative; name, tax identification number of the data transmission software service provider (in case the transport company or cooperative or passenger terminal hires this service); name of the Department of Transport (issuing the Transport Business License to the transport company or cooperative); name, station code (starting and ending points for bus routes); vehicle information (registration plate (vehicle registration plate), brand and seating capacity); route information (route number, originating passenger terminal, destination passenger terminal (starting and ending points for bus routes)); planned departure time. This default information must be linked to the trip information stated in part b of this clause; (ii) Trip-specific information includes: driver information (name, driver's license class, driver's license number); actual departure time; the number of passengers at the time of departure; (iii) The passenger terminal unit, fixed-route transport companies and cooperatives, and bus operators must provide trip information on the Transport Order of each bus to the Vietnam Road Administration's server as per the roadmap stipulated in Clause 8, Article 4, Clause 4, Article 5 of Decree 10/2020/ND-CP; (iv) The information in parts (i) and (ii) must be continuously provided to the Vietnam Road Administration's server within no more than 03 minutes from the time the bus departs the station. Transport operating units and passenger terminals will have the following responsibilities:
(1) Equip, manage, and maintain data processing hardware, software, and data transmission lines to ensure connectivity, data transmission, and compatibility with data reception software of the Vietnam Road Administration.
(2) Ensure accurate, complete, unaltered, and timely transmission of data as regulated in Article 51 of Circular 12/2020/TT-BGTVT to the Vietnam Road Administration's server.
(3) Monitor and verify the accuracy of vehicle information, driver information, and business types of the vehicles managed by the unit. Assign staff to monitor, exploit, and use data for the unit's transportation management and operations.
(4) Systematically store mandatory information for a minimum of 03 (three) years.
(5) Provide accounts (username, password) to access the unit's vehicle management software to authorized state management agencies upon request.
(6) The passenger terminal operating unit must directly implement the regulations in (1), (2), and (4) or hire a software service provider to perform through a legally effective contract.
(7) Implement other responsibilities as prescribed by relevant laws.
