The Supreme People's Court issued Circular 02/2016/TT-TANDTC on February 3, 2016, to specify the work for preparing the Judge selection examination.
Accordingly, the preparation for the Judge Selection Examination is stipulated in Circular 02 as follows:
- Annually, based on the staffing needs of the People's Court, the Organization and Personnel Department is responsible for reviewing the number of Judge positions in the high-level People's Courts and the People's Courts of provinces and cities directly under the Central Government. A plan to supplement Judges is developed, proposing the opening of training classes for the selection examination for preliminary Judges; the selection examination and promotion examination for intermediate Judges, senior Judges, and submitting to the Chief Justice of the Supreme People's Court for consideration and approval.- After the Chief Justice of the Supreme People's Court approves the Plan for the selection examination for preliminary Judges; the selection examination and promotion examination for intermediate Judges, senior Judges, the Organization and Personnel Department will announce the examination plan on the electronic portal of the Supreme People's Court, the Justice Newspaper, and openly post it at the working headquarters of the Supreme People's Court so that those who are eligible and meet the standards are aware and can register for the examination. The agencies and organizations managing the examinees will compile and send the list along with the examination dossiers in the prescribed form to the Organization and Personnel Department within the time limit set by the Selection Examination Council for preliminary Judges, intermediate Judges, senior Judges.- The Court Academy is responsible for developing the content of training programs for the selection examination for preliminary Judges; the selection examination and promotion examination for intermediate Judges, senior Judges, reporting to the Selection Examination Council for preliminary Judges, intermediate Judges, senior Judges for approval and authorizing the Court Academy to implement.
