Regulations on Policies for Individuals Mobilized for Firefighting When Injured

Recently, the Minister of Agriculture and Rural Development signed and promulgated Circular No. 25/2019/TT-BNNPTNT on regulations regarding forest fire prevention and fighting.

According to the provisions of Article 17 of Circular 25/2019/TT-BNNPTNT, policies for persons mobilized, directly involved in firefighting and serving forest firefighting who are injured shall apply in accordance with Article 3 of Inter-ministerial Circular 52/2015/TTLT-BLDTBXH-BCA-BTC dated December 10, 2015, guiding policies for persons mobilized, directly involved in firefighting, serving firefighting and officers, members of civil defense teams, and specialized firefighting and prevention teams participating in training and skill enhancement for firefighting and prevention.

Additionally, policies for persons mobilized, directly involved in firefighting and serving forest firefighting who die shall apply in accordance with Article 4 of Inter-ministerial Circular 52/2015/TTLT-BLDTBXH-BCA-BTC.

The procedure for considering eligibility for invalidity benefit or treatment equivalent to invalidity benefit shall be conducted in accordance with Article 5 of Inter-ministerial Circular 52/2015/TTLT-BLDTBXH-BCA-BTC. The recognition procedure for martyrs shall be conducted in accordance with Article 6 of Inter-ministerial Circular 52/2015/TTLT-BLDTBXH-BCA-BTC.

Moreover, Circular 25/2019/TT-BNNPTNT also stipulates the funding items for forest firefighting and prevention activities, which shall be applied in accordance with Decree 30/2017/ND-CP, Decree 156/2018/ND-CP, and related legal provisions, including the following key spending items:

- Activities for propaganda, training, drills, and inspection of forest firefighting and prevention;- Construction, maintenance, upgrading, renovation of firebreak lines, forest fire watchtowers, observation stations, fire forecasting stations; channels, ditches, bridges, culverts, reservoirs, tanks, dams, water stores, and pipelines for forest firefighting and prevention;- Procurement of materials, equipment, vehicles; monitoring and forest fire warning devices;- Fuels; repair, compensation for damage to mobilized vehicles and equipment used for forest firefighting;- Communication, liaison; per diem; conferences; reviews, rewards for units and individuals with outstanding achievements in forest firefighting and prevention;- Overtime activities according to legal regulations;- Compensation for persons engaging in forest firefighting;- Additional meals, allowances for forces participating in forest firefighting;- First aid for victims, medical assurance for forces participating in forest firefighting;- ...
