On October 30, 2018, the Ministry of Health issued Circular 30/2018/TT-BYT to specifically regulate the payment of costs for cancer treatment drugs.
Payment of costs for cancer treatment drugs is regulated by Circular 30 as follows:
- They can only be used for cancer treatment at medical examination and treatment facilities that have cancer treatment functions (including oncology, hematology and transfusion medicine, and nuclear medicine facilities; oncology, hematology and transfusion medicine and nuclear medicine departments/units within specialized hospitals or general hospitals) and must be prescribed by a doctor who is licensed to practice with a specialized scope in oncology or hematology and transfusion medicine.
- In the case of using them to treat diseases other than cancer: The health insurance fund will pay according to the proper diagnosis and treatment guidelines of the Ministry of Health or the hospital.
- In cases where there are no diagnosis and treatment guidelines, consultation with an oncology specialist is required.
- In cases where there are no diagnosis and treatment guidelines and there is no oncology specialist, there must be a consultation chaired by the hospital leadership before prescribing use.
