Recently, the Ministry of Home Affairs issued Circular 01/2018/TT-BNV guiding Decree 101/2017/ND-CP on training and fostering officials and public employees. Notably, the content specifies regulations on organizing training courses for Vietnamese officials and public employees abroad.
To be specific:, according to the guidance content in Circular 01/2018/TT-BNV, agencies and units assigned by authority to organize overseas training courses for officials and public employees have the following duties:
First, to develop and approve a training plan for officials and public employees abroad.
Second, to develop a detailed content and program of the training course once the plan is approved.
Third, to sign contracts with foreign training and educational institutions. The training contract must clearly state the commitments of both parties regarding the form, time, content, program, budget, living conditions, studying conditions, and other related contents.
Fourth, to decide on the establishment of the delegation and appoint the head of the delegation to attend the training abroad. The authority to decide on sending officials and public employees for training abroad is carried out under the current legal regulations on the exit and entry of Vietnamese citizens.
Fifth, to disseminate to each member of the delegation before going for training:
- Regulations on the management of the delegation and officials and public employees studying and researching abroad; an overview of the laws, culture, and religion of the host country;- Content, program of the training course, and related policies.
