Below is one of the fundamental contents stipulated in Circular 21/2017/TT-BGDDT on the regulation of information technology applications in online training and professional development activities for teachers, staff, and educational managers in Vietnam. What are the regulations on the online learning management system in Vietnam?
According to Article 5 of Circular 21/2017/TT-BGDDT, the online learning management system in Vietnam includes the following functions:
- Manage courses, allowing the organization to store and distribute learning content to learners;
- Allow learners to access online learning content as registered and to self-study, self-assess, and track their learning progress and results;
- Allow the training host unit to manage scores, learning progress, learning results of learners, and activities of instructors in the online environment;
- Provide forums for discussion and other support tools so that learners can communicate with instructors or the class organizing committee about issues related to online learning;
- Manage other information requirements of the training host unit.
The training host unit can integrate the learning management system with the learning content management system to match the deployment content.
The online learning management system in Vietnam must comply with regulations on management, provision, and use of information on the internet and requirements for ensuring information safety and security on the internet according to current regulations.
The training host unit may choose to invest in a new system or rent services to use the online learning management system on the basis of ensuring investment efficiency and regulations stipulated in Clause 1, Clause 3 of Article 5 of Circular 21/2017/TT-BGDDT.
Circular 21/2017/TT-BGDDT takes effect from October 23, 2017.
