Regarding this issue, LawNet answers as follows:
On March 11, 2024, the Minister of Culture, Sports, and Tourism issued Decision 570/QD-BVHTTDL 2024 on Regulations on management of foreign affairs activities.
- This Regulation stipulates the principles, content, authority, procedures, and responsibilities of the Ministry of Culture, Sports, and Tourism (hereinafter abbreviated as the Ministry) in managing and implementing foreign affairs activities in the fields of culture, family, physical education, sports, and tourism.
- This regulation applies to the Minister and Deputy Ministers (hereinafter abbreviated as Ministry leaders); agencies and units under the Ministry (hereinafter abbreviated as units under the Ministry); civil servants, public employees, and workers of units under the Ministry; Company President, Chairman of the Board of Members, Member of the Board of Members, General Director, Director, Controller of 100% state-owned enterprises under the Ministry; Chairman, Director, Controller of Tourism Development Support Fund; Representative of state capital in joint stock companies.
- Activities of mobilizing, receiving, managing, and using foreign funding are carried out according to Decision 4294/QD-BVHTTDL 2020 of the Minister of Culture, Sports, and Tourism promulgating Regulations on mobilization, receipt, management, and use of funding from the Ministry of Culture, Sports, and Tourism.

- Form strategies, action programs, schemes, long-term, medium-term and annual plans on international cooperation in fields under the Ministry's state management, plans, and projects serving the foreign affairs activities of Party and State leaders (when requested); organize and manage delegations on business trips abroad (hereinafter abbreviated as outgoing delegations); welcome foreign delegations into Vietnam (hereinafter abbreviated as incoming delegations).
- Propose the signing and implementation of international treaties and international agreements; international cooperation documents of public service units and other units under the Ministry (hereinafter abbreviated as international cooperation documents); Join or withdraw from international organizations.
- Organize or participate in organizing conferences, seminars, training, meetings, and events in the fields under the Ministry's state management with foreign participation or sponsorship (hereinafter abbreviated as international conferences and events).
- Mobilize, sign, coordinate, manage, and use foreign funding sources.
- Foreign information.
- Reception of international guests and foreign reception.
- Receive and award forms of reward with foreign elements.
- Other international cooperation activities.

- Comply with the Party's guidelines, foreign policies, international integration, state laws, international treaties to which the Socialist Republic of Vietnam is a member, respect international commitments and international practices, and ensure national security and state secrets according to the provisions of law.
- Serve national interests and contribute to enhancing Vietnam's position and reputation in the international arena.
- Ensure unified and comprehensive direction of the Minister of Culture, Sports, and Tourism (hereinafter abbreviated as Minister) for foreign affairs activities; strengthen decentralization while promoting the responsibilities of Deputy Ministers and Heads of Units under the Ministry in managing and implementing the Ministry's foreign affairs activities.
- Carry out functions, authority, order, and procedures properly; ensure openness, transparency, focus, effectiveness, practicality, and feasibility; practice thrift; and prevent waste.
- In the event that the legal documents and regulations that form the basis for the promulgation of this Regulation are amended, supplemented, or replaced, the new legal documents and regulations shall apply.
