On November 29, 2024, the People's Committee of Dong Nai Province issued Decision 72/2024/QD-UBND stipulating the level of support for training, job change, and job search for individuals with expropriated land in Dong Nai Province.

Regulations on loan support levels for labor export for individuals with land acquisition in Dong Nai from December 10, 2024

Decision 72/2024/QD-UBND defines the level of support for training, job change, and job search for individuals with expropriated land in Dong Nai Province. It applies to the following subjects:

(1) Individuals with expropriated land include:

- Workers under the subjects specified in Clause 2, Article 109 of the Land Law 2024 (hereafter referred to as individuals with expropriated agricultural land).

- Individuals from households as defined in Clause 3, Article 109 of the Land Law 2024 (hereafter referred to as individuals with expropriated business land).

(2) Agencies, enterprises, organizations, individuals relating to the contents specified in (1).

In which, Point c, Clause 3, Article 4 of the Regulation issued with Decision 72/2024/QD-UBND prescribes the level of loan support for labor export for individuals with expropriated land in Dong Nai from December 10, 2024 as follows:

Individuals with expropriated land can get preferential loans to work abroad under contracts from the Social Policy Bank - Dong Nai Branch.

The maximum loan is 100% of the costs of working abroad under the contract between the worker and the service enterprise, or the career organization sending workers to work abroad under a contract.

The loan interest rate equals the lending interest rate for poor households, periodically stipulated by the Prime Minister of the Government of Vietnam; overdue debt interest is 130% of the loan interest rate.

The maximum loan period equals the duration of the contract sending Vietnamese workers to work abroad, excluding the time for contract extension.

For loans exceeding 100,000,000 VND, the borrower must have collateral for the loan according to legal regulations and the loan security guidelines of the Social Policy Bank - Dong Nai Branch.

The dossier, order, and loan procedures follow the guidelines and lending procedures of the Social Policy Bank - Dong Nai Branch.

Note: Individuals with expropriated land receive support to work abroad once as stipulated.

Regulation on support duration and conditions in Vietnam

* Support Duration

Individuals with expropriated land are entitled to support policies for a period of 5 years from the date of the Land Recovery Decision.
* Support Conditions

Individuals with expropriated land are supported in resolving domestic employment and working abroad under contracts when the following conditions are met:

- Have a need for vocational training, job search.

- Are workers as defined in Clause 1, Article 3 of the Employment Law 2013.

* Form of Support

Support is given in cash after completing the course.
