Regulations on issuing permits to bring weapons into and out of the territory of Vietnam for display (illustrative image)

According to Article 4 Circular 06/2015/TT-BVHTTDL, the procedures for receiving applications for issuing permits to import and export weapons and combat gears into and out of the territory of Vietnam for display and exhibition in cultural and artistic activities are as follows:

Application submission methods: Organizations and individuals as stipulated in Clause 1, Article 5 Joint Circular 24/2014/TTLT-BVHTTDL-BCA shall directly submit one (01) application at the receiving authority.

Receiving authority: The Department of Cultural Heritage, and the Department of Fine Arts, Photography and Exhibition, based on their assigned functions, tasks, and powers, shall receive the application for issuing permits to import and export weapons and combat gears into and out of the territory of Vietnam for display and exhibition in cultural and artistic activities from organizations and individuals to request the Department of Administrative Management on Social Order under the Ministry of Public Security of Vietnam to issue the permit.

The application includes:

- An application form for permits to import and export weapons and combat gears into and out of the territory of Vietnam from the competent authority;

- An introduction letter of the person coming to contact;

- A copy of the decision or plan from the competent state authority issuing permits to import and export weapons and combat gears tools for training, sports competitions, exhibitions, displays, sales presentations, or product introductions.

The time limit for processing the application: Within five (05) working days from the date of receipt of a complete and valid application, the application-receiving authority shall consider, send a written request along with the application to the Department of Administrative Management on Social Order under the Ministry of Public Security to issue the permit.

Note:

- The application form for permits to import and export weapons and combat gears into and out of the territory of Vietnam from the competent authority as stipulated in Article 3 of this Circular must clearly state the reason, the duration of import or export; full name, number, date of issue of the valid Identity Card or Passport of the person carrying the weapons or combat gears; quantity, type, brand, serial number of the weapons or combat gears; number of bullets, attached accessories (if any), and means of transport (in cases of transporting in large quantities); the border gate for importing or exporting weapons or combat gears.

- In the case of insufficient documents to request the Department of Administrative Management on Social Order under the Ministry of Public Security to issue a Permit, the application-receiving authority shall respond in writing, clearly stating the reason.
