Law amending and supplementing a number of articles of 11 Laws related to planning 2018 promulgated on June 15, 2018. Notably, this Law includes amendments concerning capital for investment preparation, capital for planning, and capital for project implementation in the medium-term and annual public investment plans as previously stipulated in the Public Investment Law 2014.

According to Clause 11, Article 5 of the Law amending and supplementing a number of articles of 11 Laws related to planning 2018, amending and supplementing Article 57 of the Public Investment Law 2014, the regulations on investment preparation capital, planning establishment capital, and project implementation capital in the medium-term and annual public investment plans are as follows:

- Investment preparation capital is allocated for:

- Developing, appraising, and deciding on the investment policy of the project;- Developing, appraising, and deciding on the investment project.

- Planning establishment capital is allocated for developing, appraising, deciding or approving, announcing, and adjusting the planning according to the provisions of planning law.

- Project implementation capital is allocated for land clearance; developing technical designs; developing construction drawing designs; preparing project or project component estimates; and organizing construction for projects that have been completed but not yet allocated sufficient capital, intended to be completed projects, ongoing projects, and newly commenced projects.

- The balance of investment preparation capital, planning establishment capital, and project implementation capital is in accordance with the regulations of the Government of Vietnam.
