Regulations on Inspecting Dikes and Embankments in the Operation of Maritime Channels

Recently, the Ministry of Transport issued Circular 38/2018/TT-BGTVT to amend and supplement certain contents of the economic and technical norms promulgated together with Circular 76/2014/TT-BGTVT in the field of public utility services to ensure maritime safety.

According to the Technical and Economic Standards issued under Circular 38, the regular inspection of dikes and revetments in the operation of maritime channels is stipulated as follows:

- The regular inspection of dikes and revetments is combined with one of the general inspections of maritime signaling and the frequency of inspections is conducted in accordance with Table 2 of the Technical and Economic Standards.- The regular inspection of dikes and revetments is carried out per the following content:- Utilize watercraft to transport workers to the dikes and revetments needing regular inspection;- Conduct walking along the dike and revetment lines, observe and inspect the condition of the dikes and revetments to detect signs of erosion, subsidence, and visible indicators that could affect the structure of the dikes and revetments, and record them in the logbook.- If incidents or abnormal signs are detected, determine the exact location on the dikes and revetments. Simple tools such as rulers can be used for preliminary measurements, record the findings in a logbook, and take photographs to monitor the progress of the incident and promptly report to the management agency.
