The Ministry of Information and Communications issued Circular 03/2017/TT-BTTTT on April 24, 2017, specifying the operating unit for the information system.

Accordingly, Circular 03 stipulates that the unit operating the information system is the agency or organization assigned by the information system owner to operate the information system.

In case the information system includes multiple component systems or is decentralized, with more than one unit operating the information system, the information system owner is responsible for designating a unit as the focal point to exercise the rights and obligations of the information system operating unit as prescribed by law.

Additionally, Circular 03 also stipulates that in cases where the information system owner outsources information technology services, the unit operating the information system is the service provider.
