On May 10, 2019, the Ministry of Public Security (BCA) issued Circular 11/2019/TT-BCA regulating the statements and provision of information to the press by the People's Public Security Forces of Vietnam

According to the provisions in Article 6 of Circular 11/2019/TT-BCA, officers and soldiers not assigned the task of speaking and providing information to the press may provide information to the press in accordance with the law and the regulations of the Public Security sector. However, they must not represent their unit or the Ministry of Public Security; must not disclose state secrets, investigation secrets, work secrets, internal work of the unit and the Public Security sector; must report and seek approval from the unit leader before providing information, and bear responsibility before the unit leader and the law for the content of the information provided.

It should be noted that officers and soldiers collaborating with press agencies must report and obtain approval from the Head of the Public Security unit or local department; comply with the provisions of the law on the press, protect state secrets, and the regulations of the Public Security sector.
