On September 06, 2024, the Government of Vietnam issued Decree 111/2024/ND-CP regulating the information system, National Database on construction.

1. Regulations on information codes in information systems, national database on construction in Vietnam

According to Article 8 of Decree 111/2024/ND-CP, the information codes in the information system, National Database on construction are as follows:

- Each planning project, construction investment project, or construction work is associated with an information code, automatically assigned at the time the information is first created in the construction activity information system to ensure uniqueness, synchronization, and consistency.

- The information code for a construction planning project, construction investment project, or construction work is a series of numbers reflecting the following information:

+  Location  of  the  planning  implementation,  type  of  planning  project  and  planning  level,  time  of  the  initial  code  creation,  number  of  times  the  planning  has  been  adjusted,  and  the  sequence  number  in  the  system  for  planning  information  codes;

+  Location  of  the  project  implementation,  time  of  the  initial  code  creation,  number  of  times  the  project  has  been  adjusted,  and  the  sequence  number  in  the  system  for  construction  investment  project  information  codes;

+  Location  of  the  work  implementation,  project  code,  time  of  the  initial  code  creation,  number  of  times  the  design  has  been  adjusted,  and  the  sequence  number  in  the  system  for  construction  work  information  codes  belonging  to  construction  investment  projects;

+  Location  of  the  work  implementation,  time  of  the  initial  work  code  creation,  number  of  times  the  design  has  been  adjusted,  and  the  sequence  number  in  the  system  for  construction  work  information  codes  not  belonging  to  construction  investment  projects.

- The information code is displayed on the decision to approve the planning project; notification of the results of the construction investment feasibility study report, construction design implemented after the basic design; decision to approve the construction investment project; decision to approve the construction design implemented after the basic design; construction permit; notification of the inspection results of the completion of the construction work testing.

- The Minister of Construction guides the information content on construction planning stipulated in Article 6 of Decree 111/2024/ND-CP, information on construction investment projects and construction works stipulated in Article 7 of Decree 111/2024/ND-CP, and information codes stipulated in Article 8 of Decree 111/2024/ND-CP.

2. Principles for developing, updating, managing, exploiting, and using the Information System, National Database on construction in Vietnam

The building, updating, managing, exploiting, and using the information system, National Database on construction in Vietnam are carried out according to the principles specifically stipulated in Article 4 of Decree 111/2024/ND-CP, including:

- The information system, National Database on construction is built, managed centrally, consistently, and uniformly from central to local levels.

- The information system, National Database on construction is built and updated to provide complete, accurate, and prompt information on construction activities to meet the requirements of state management of construction investment.

- The information system, National Database on construction is maintained to operate continuously, stably, smoothly, and stored for long-term use to meet the exploitation and usage needs of agencies, organizations, and individuals as per legal regulations.

- The building, updating, managing, exploiting, and using the information system, National Database on construction complies with the regulations of Decree 111/2024/ND-CP, as well as laws related to information technology, electronic transactions, information safety, cybersecurity, and information access; regulations on the management, connection, and sharing of digital data of state agencies.

More details can be found in Decree 111/2024/ND-CP, which comes into force in Vietnam from November 01, 2024.
