This is a noteworthy content in Circular 02/2015/BGTVT issued by the Minister of Transport, announcing the seaport water of Ho Chi Minh City and the management area of the Ho Chi Minh City Maritime Administration.
The scope of the waters of Ho Chi Minh City seaports, calculated based on the highest tidal level, is specifically regulated in Circular 02/2015/BGTVT as follows:

- The scope of the waters of Ho Chi Minh City seaports in the Ganh Rai bay area is limited as follows: Meridian 106°58'12" E (the boundary with the waters of the seaports within the territory of Ba Ria - Vung Tau province), running along the coast of Can Gio district and the shore of Phu Loi islet to the two furthest points of the Nga Bay river mouth.
- The scope of the waters of Ho Chi Minh City seaports in the Dong Tranh bay area and the Soai Rap river mouth area is limited as follows:
+ The straight lines connecting the points SR1, SR2, SR3, and SR4 with the following coordinates:
SR1: 10°25'10" N, 106°58'12" E (Can Gio point);
SR2: 10°24'00" N, 107°00'00" E;
SR3: 10°15'00" N, 107°00'00" E;
SR4: 10°15'00" N, 106°49'30" E.
+ Meridian 106°49'30" E;
+ The left edge of Soai Rap channel (calculated from the sea inward);
+ Latitude 10°34’41”N
- The scope of the waters of Ho Chi Minh City seaports on the Nga Bay, Long Tau, Nha Be, Dua, Tac Dinh Cau rivers, and Tac Roi canal is limited as follows:
+ From the two furthest points of the Nga Bay river mouth, running along both banks of the Nga Bay, Long Tau, and Nha Be rivers to Mui Den Do. Excluding the waters of the Dong Nai seaports on the Nha Be and Long Tau rivers managed by the Dong Nai Maritime Port Authority, which is limited from the right boundary of the seaport channel to the riverbank upstream of the Phu Dong wharf 1800 meters and downstream of the Sanrimjohap Vina wharf 1300 meters;
+ From the two furthest points of the Dua river mouth (at the confluence of Dua river - Nga Bay river) running along both banks of the Dua river to the confluence of Dua river - Tac Dinh Cau, running along both banks of Tac Dinh Cau, and Tac Roi canal (from the confluence of Tac Dinh Cau - Tac Roi to the confluence of Tac Roi - Long Tau river).
- The scope of the waters of Ho Chi Minh City seaports on the Dong Tranh, Go Gia, Tac Ong Cu, Tac Bai, and Tac Cua rivers is limited as follows:
From the two furthest points of the Go Gia river mouth (at the confluence of Go Gia river - Cai Mep river - Thi Vai river) running along both banks of the Go Gia river to the upstream boundary along latitude 10°35'00" N (at the confluence of Go Gia river - Ba Gioi - Tac Cua) and running along both banks of Tac Ong Cu, Tac Bai, and Tac Cua rivers to the confluence of Tac Ong Cu river - Dong Tranh river and the entire Dong Tranh river.
- The scope of the waters of Ho Chi Minh City seaports on the Dong Nai river is limited as follows: From the confluence of the Dong Nai, Nha Be, Saigon rivers (Mui Den Do) running along both banks of the Dong Nai river to a straight line cutting across the confluence of the Dong Nai river from the two furthest points of Tac Thay Bay (Ong Con Islet) and Long Truong commune. The boundary between the Dong Nai river and the Sau river is a straight line cutting across the Sau river from the 02 furthest points of Ong Con Islet to Dai Phuoc commune.
- The scope of the waters of Ho Chi Minh City seaports on the Saigon river is limited as follows: From the confluence of the Saigon, Nha Be, Dong Nai rivers (Mui Den Do) running along both banks of the Saigon river to a straight line cutting across the river at the edge of Thi Nghe canal downstream.
- The scope of the waters of Ho Chi Minh City seaports on the Soai Rap river is limited as follows: From the Soai Rap river mouth area, regulated in item 2 of this Article, running along both banks of the Soai Rap river to the confluence of Soai Rap river - Nha Be river (Binh Khanh confluence).
- The boundaries of river branches and canal mouths into the rivers regulated in items 3, 4, 5, 6, and 7 of this Article are limited by a straight line connecting the two furthest points at the entry of these river branches or canal mouths. For Rach Doi canal and Dong Dien river, the boundary is the downstream safety corridor lines of Phu Xuan bridge and Dong Dien bridge.
- The boundaries of the seaport waters regulated in this Circular are determined on Chart No. 1016 reissued in 2012 by the United Kingdom Hydrographic Office. The coordinates of the points, meridians, and latitudes regulated in items 1, 2, and 4 of this Article are applied in the VN-2000 coordinate system and converted to the corresponding WGS-84 coordinate system as follows:
