Regulations on Hand Luggage and Checked Baggage When Traveling by Train

On March 2, 2018, the Ministry of Transport issued Circular 09/2018/TT-BGTVT, specifying the luggage that may be sent when participating in the national railway (also known as trains).

According to Circular 09, passengers' luggage on trains consists of items and goods that are not prohibited for transportation by rail. In cases where the items or goods are dangerous goods, live animals, dead bodies, or remains, they must comply with legal regulations.

Hand luggage packed by the passengers must have containers that ensure the safety of the luggage, avoid affecting other passengers due to the nature and characteristics of the goods, and must be placed in the designated locations in the passenger car, managed by the passengers themselves.

For checked baggage, the following conditions must be met:

- Checked baggage must be solidly packed by the passengers or senders of the checked baggage in accordance with the enterprise's standards regarding the size and weight of each package, ensuring no loss, weight reduction, damage, or quality deterioration during transportation;- The outer packaging of checked baggage must have the following information: full name, address, phone number, fax number (if any) of the passenger, sender of the checked baggage, and receiver of the checked baggage; the checked baggage ticket number; symbols, and marks indicating the characteristics of the goods;- Before accepting transport, the enterprise is responsible for checking the packaging and requesting necessary adjustments or additions. In cases of suspicion regarding the authenticity of the goods inside, the enterprise has the right to request the passenger or sender of the checked baggage to open the package for inspection.

The enterprise specifies which types of checked baggage are not required to be packed during transportation.

Note that items and goods not allowed to be carried include:

- Dangerous goods;- Weapons and support tools without valid permits;- Substances that cause unsanitary conditions and dirty the car;- Dead bodies or remains;- Prohibited goods;- Live animals (except for pet dogs, cats, birds, fish, which must be suitably equipped to maintain hygiene and not affect surrounding people);- Bulky items that obstruct movement on the train and damage the car’s equipment.

Circular 09/2018/TT-BGTVT is effective from July 1, 2018.
