Principles of special-use and protection forest management
The Department of Agriculture and Rural Development is a specialized State management agency assisting the City People's Committee in the unified management of the system of special-use forests and protection forests in the City; be responsible for the management, protection, and sustainable development of forests in accordance with the law and in accordance with the general planning of the City.
The relevant city departments and branches are responsible for performing the state management function according to their respective specialties and coordinating with the Department of Agriculture and Rural Development and the People's Committees of the districts with forests to advise the City People's Committee to direct and lead the implementation of the task of forest management, protection, and development in the area.
The People's Committees of districts and communes with forests shall perform the responsibilities of state management of forestry according to decentralization and current laws.
The City Forest Protection Department, in conjunction with the counties and local forest rangers, is responsible for inspecting and supervising the implementation of the law on forest management, protection, and development in the area.
Organization of management and protection of special-use and protected forests
Special-use forests and protection forests in the city, which are assigned to be managed, protected, and used uniformly by the City's Management boards, are a public non-business unit directly under the Department of Agriculture and Rural Development; under the direction and management of the organization, staffing, and operation of the Department of Agriculture and Rural Development.
The City's Protection and Special-use Forest Management Board has legal status, its own seal, and its own account. It has the rights and obligations of the forest owner according to the provisions of law and performs the function of managing, protecting, and developing forests and using forests within the areas assigned by competent state agencies.
Production forest management organization
Organizations and units that are allocated land by the State to develop production forests are forest owners who directly manage, protect, use, and develop production forests.
The management, protection, use, and development of production forests are ensured according to the general forestry development task of the City.
Forest management and protection duties in Vietnam
Implementing sustainable forest management, strictly managing and protecting existing forest areas, and taking measures to conserve the biodiversity of forest ecosystems.
Monitoring forest and forest land changes, protect forest ecosystems, forest plants, and forest animals. Comply with regulations on forest fire prevention and fighting, and the prevention of creatures harmful to forests.
Building and promoting the effectiveness of the forest owners' full-time forest protection force, fighting to prevent, detect, and promptly handle acts infringing upon forest resources.
The types of forests in the city are established with the following functions:
- Special-use forest: Experimental forest, Botanical garden.
- Protection forests: Protection forests to break waves and encroach on the sea; Protection forests to protect water sources in the Saigon river basin; protection forests to block wind in urban areas and industrial zones.
- Production forests: Forests that meet the criteria for planting forests according to Article 5 of Decree 156/2018/ND-CP but are not within the scope of the planning of special-use forests and protection forests.
