Regulations on Establishing Lists, Classification, and Information Updates

According to the provisions of Article 6 of Decree 13/2018/ND-CP, the focal unit for providing information of the information providing agency or focal department or individual serving as the focal point (in cases where the information providing agency does not designate a focal unit for providing information) shall compile and update the Directory of information that must be disclosed in accordance with Article 17 of the Law on Access to Information and the Directory of information citizens are conditionally accessible to in accordance with Article 7 of the Law on Access to Information.

At the same time, the unit presiding over the creation of information of the information providing agency determines the information belonging to the Directory of information that must be disclosed according to Article 17 of the Law on Access to Information, the Directory of information citizens are conditionally accessible to under Article 7 of the Law on Access to Information, and transfers it to the focal point for providing information.

The Directory of information that must be disclosed includes the following contents:

- Name, number, symbol of the document, file, or material;- Date, month, year of creation of the document, file, or material along with the method of information disclosure, time, and duration of information disclosure (if any).

The Directory of information that must be disclosed is regularly updated according to the agency's regulations.

In cases where the information is already disclosed in different databases or posted on the Information Portal or Electronic Information Page, the Directory of information that must be disclosed must include directions to access addresses for downloading the information.

In cases where the information has not been disclosed on the Information Portal or Electronic Information Page but has been digitized, it must be attached to the Directory of information that must be disclosed.

The Directory of information that must be disclosed is posted on the dedicated Access to Information section on the Information Portal or Electronic Information Page of the responsible information providing agency.

For agencies that do not have an Information Portal or Electronic Information Page, the Directory of information that must be disclosed must be posted at the agency's headquarters or in another such manner convenient for citizens to access the information.
