Below are the regulations on establishing and updating data into the information system for managing medical examination and treatment activities in Vietnam from January 1, 2027.

On November 16, 2024, the Minister of Health of Vietnam issued Circular 38/2024/TT-BYT stipulating the development, management, exploitation, and use of the Information System for managing medical examination and treatment activities.

Regulations on establishing and updating data into the information system for managing medical examination and treatment activities in Vietnam

According to Article 4 of Circular 38/2024/TT-BYT, the establishment and updating of data into the Information System for managing medical examination and treatment activities in Vietnam are as follows:

- Establishment and Collection of Data: Medical examination and treatment facilities are responsible for standardizing, collecting, and providing complete data on medical examination and treatment activities at their units into the Information System for managing medical examination and treatment activities, ensuring accurate, complete, and prompt data.

- Updating Data: Medical examination and treatment facilities must immediately inform the management agency of the Information System for managing medical examination and treatment activities when there are changes, additions, or detection of errors in their unit's data to ensure data accuracy and promptness in the System.

- Providing Data in Special Cases: In emergency situations, such as epidemics, natural disasters, or other public emergencies, medical examination and treatment facilities are responsible for providing medical data at the request of competent state authorities. The state authorities must specify the type of data required, the purpose of data use, and the time limit for use ensuring it is suitable with the emergency situation's requirements.

Data sources of the information system for managing medical examination and treatment activities in Vietnam from January 1, 2027

Data provided for the Information System for managing medical examination and treatment activities in Vietnam is sourced from the following:

- Periodic statistical reports on medical examination and treatment, including medical examination and treatment facilities, hospital beds; medical staff; the number of inpatients; outpatients; surgeries, procedures; para-clinical; ICD-10 morbidity and mortality patterns and other professional activities.

- Reports on hospital quality assessment results, including information on medical examination and treatment facilities, hospital beds, professional activities, finances, human resources, quality results table evaluated by the medical examination and treatment facilities themselves, hospital quality results table evaluated by the inspection team, satisfaction measurement results of patients, patient's relatives, and medical staff.

- Reports on laboratory quality assessment results according to criteria issued by the Ministry of Health, evaluated by the medical examination and treatment facilities themselves and by the inspection team.

- Reports on collection and treatment in case of dangerous epidemic group A, including epidemic situation, number of patients, epidemic developments, and epidemic prevention and control measures to the Ministry of Health immediately upon request.

- Accident reports according to regulatory forms, including the number of emergency cases, the patient's condition, and preliminary accident causes according to ICD-10 for statistical purposes based on information provided by the patient, the patient's family, or determined by healthcare staff through injury status.

- On-duty reports during holidays, Tet on emergency and treatment operations, post-holiday comprehensive reports.

- Information on patient discharge for all discharge cases.

- Reports on death case information, including death certificate information, causes in the chain of pathologies, events leading to death with ICD-10 code and the time from occurrence to death in the death cause diagnosis form.

- Information report on critical patients returning home according to the information in the critical patient's return form.

- Information on granting practice certificates and practice registration.

- Public health information as regulated: information about the operating license of the medical examination and treatment facility; the list of practitioners; information on professional competence; information on the price of medical examination and treatment services; evaluation results of the medical examination and treatment facilities.

- Information on registration, approval of technical services, classification of technical expertise of medical examination and treatment facilities by the Ministry of Health, Department of Health.

- Information on operating licenses granted by the Ministry of Health, Department of Health.

- Data requested for health insurance medical examination and treatment cost payment by medical examination and treatment facilities connected and shared by Vietnam Social Security.

- National database on prescription management and sale of prescribed drugs.

- Database of electronic health records on the VNeID application.

- Database of Basic Health Information Group in the National Database on Social Insurance.

- Health-related survey data concerning medical examination and treatment activities conducted by the Ministry of Health or other ministries.
