Regulations on Entities Implementing Reporting Policies in Publishing Activities

Subjects responsible for reporting policies in publishing activities stipulated in Clause 1 and Clause 2, Article 5 of Decree 195/2013/ND-CP are guided by Circular 01/2020/TT-BTTTT as follows:

- Publishers; representative offices in Vietnam of foreign publishers, foreign publication distribution organizations (hereinafter referred to as representative offices); publication distribution entities that are enterprises, public service providers with headquarters and branches in two or more provinces or centrally run cities; entities engaged in business activities of importing publications and organizations, individuals distributing electronic publications must report in writing on the operational status to the Ministry of Information and Communications (via the Department of Publication, Printing, and Distribution).

Central and local printing establishments combine the content of printing activity reports on publications with the activity of printing non-publication products in the same report and implement according to the provisions in Clause 3, Article 1 of Decree 25/2018/ND-CP dated February 28, 2018, of the Government of Vietnam amending and supplementing a number of articles of Decree 60/2014/ND-CP dated June 19, 2014, of the Government of Vietnam on printing activities.

- Publication distribution entities that are enterprises, public service providers with headquarters and branches in the same province or centrally-run city must report in writing on the operational status to the Department of Information and Communications or the specialized agency assigned by the provincial or centrally-run city People's Committee for state management over publishing activities (hereinafter referred to as the “Department”);

- The Department is responsible for aggregating the operational status and state management in the field of publishing and distributing publications in the locality, reporting in writing to the Ministry of Information and Communications (via the Department of Publication, Printing, and Distribution).

The consolidation of the status and reporting on publication printing activities is carried out in combination with reporting policies as stipulated in Decree 25/2018/ND-CP.
