Regulations on elections in the Vietnam Communist Party: Cases of candidate nomination and recommendation

Decision No. 244-QD/TW signed by the Central Executive Committee on June 9, 2014, issued with the Election Regulation in the Vietnam Communist Party. This regulation stipulates the cases of candidacy and nomination in electoral activities as follows:

Candidacy

- Vietnam Party members officially run for election at the party congress of which they are a member of that party organization. Official delegate (delegation) of the University running for election at the National Assembly.

- Official Vietnam Party members who are not Executive Members can apply to run for election at the Party's grassroots congress or submit candidacy documents to be elected to the Party Committee of the National Assembly from the district level or equivalent or higher.

- Member of the Executive Committee stands for election to the Standing Committee; Standing committee members stand for election as secretary or deputy secretary; In case a party committee only elects a secretary and deputy secretary, and does not elect a standing committee, the party committee member has the right to run for election as secretary or deputy secretary (except in the case of running as a delegate to attend a higher-level party congress). direct). In case the party congress does not elect a party committee, official Vietnam Party members have the right to run for election as secretary or deputy secretary.

- Central Executive Committee member standing for election to the Politburo and Secretariat; Politburo members stand for election as General Secretary (except in the case of running as a delegate to attend the directly superior Party Congress).

- Party committee members run for election to the inspection committee of their level party committee.

- Member of the inspection committee stands for election as deputy head of the inspection committee.

- Official Vietnam Party members at the Congress, Vietnam Party members can run directly at the University or send applications to the congress presidium. At the grassroots level, if an official Vietnam Party member who is not a deputy, if they run for election, must submit a candidacy application to the grassroots party committee.

- Official representative at the National Assembly can run directly at the university or send an application to the university's presidium.

- Vietnam Party members run directly at the party committee conference to be elected to the standing committee (Politburo, Secretariat) and inspection committee member.

- Inspection committee members stand for election directly at the inspection committee conference to be elected vice chairman of the inspection committee.

- Vietnam Party members who are not delegates of the University, if they run for election to the Party Committee at the district level or equivalent or higher, must no later than 15 working days before the opening day of the University complete their candidacy documents and submit them to the organizing agency of the University. The Party Committee convened the University. Candidate dossier includes:

  • Application for candidacy;
  • A resume certified by the grassroots party committee;
  • Declaration of assets and income of individuals and families;
  • Health certificate;
  • Comment from the local party committee at the place of living and residence.

The grassroots Party Committee where Vietnam Party members live and where Vietnam Party members reside is responsible for confirming and commenting on candidates. If issues that need to be examined and verified are beyond the authority, the immediate superior party committee shall be requested to consider and decide.

The agency and organization of the Party Committee convening the National Assembly is responsible for coordinating with relevant agencies to check the validity of the dossier and the candidate's qualifications.

Nomination

- The Presidium (President) of the University nominates a list of personnel prepared by the Party Committee convening the University.

- At the Party Congress, Vietnam Party members, official Vietnam Party members, temporary Vietnam Party members and reserve Vietnam Party members all have the right to nominate official Vietnam Party members of party committees and cells to be elected as delegates to attend the superior party congress or to elected to the party committee of his/her level.

- At the National Congress, the Delegate officially nominates Vietnam Party members who are Delegates and official Vietnam Party members who are not Delegates of their Party Congress at their level to be elected to the Party Committee; Nominate an official delegate from your level's university to be elected as a delegate to attend the higher-level party congress.

- Executive Committee members nominate other Executive Committee members to be elected to the standing committee at the executive committee conference; Nominate members of the Standing Committee to be elected as secretary or deputy secretary (except for nomination as a delegate to attend the directly superior party congress).

- Central Executive Committee members nominate other Central Executive Committee members to be elected to the Politburo, Secretariat, and Central Inspection Committee; Nominate a member of the Politburo to be elected General Secretary (except in the case of nomination as a delegate to attend the directly superior Party Congress).

- A member of the Executive Committee nominates another member of the Executive Committee to be elected as a member of the inspection committee; Nominate a member of the inspection committee to be elected chairman of the inspection committee (except in the case of nomination as a delegate to attend the directly superior party congress).

- A member of the inspection committee nominates another member of the inspection committee to be elected vice chairman of the inspection committee.

- At the Party Congress, Vietnam Party members nominate official Vietnam Party members of their party organization by direct nomination or in writing sent to the Congress Presidium. At the grassroots level, the nomination of official Vietnam Party members who are not official delegates of the congress to be elected to the Party Committee is done in writing, with the consent of the nominee.

- At district-level congresses and equivalent or higher, official delegates of the congress nominate Vietnam Party members who are delegates and official Vietnam Party members who are not delegates of their party congress at their level to be elected to the party committee; Nominate an official delegate from your level's university to be elected as a delegate to attend the higher-level party congress.

When an official representative of the University nominates a Vietnam Party member who is not a delegate of the University to be elected to the Party Committee, he or she must nominate in writing with that person's profile according to regulations and must receive written consent from the nominated person. copy.

- The Party Committee convening the University is responsible for helping the University verify and verify the background and qualifications of the person nominated or running for election at the University.
