Regarding this matter, LawNet would like to answer as follows: 

On April 19, 2024, the Minister of Agriculture and Rural Development (Hanoi, Vietnam) issued Circular 05/2024/TT-BNNPTNT stipulating economic-technical norms for forest investigation.

1. What are the economic-technical norms for forest investigation?

Pursuant to Clause 1, Article 3 of Circular 05/2024/TT-BNNPTNT, the economic-technical norms for forest investigation are the consumption levels of labor, materials, machinery, and equipment for the tasks in forest investigation.

2. General regulations on economic-technical norms for forest investigation in Vietnam

General regulations on economic-technical norms for forest investigation in Vietnam are stipulated in Article 4 of Circular 05/2024/TT-BNNPTNT as follows:

- Depending on the specific conditions of each place and technical measures, apply the adjustment coefficient (K) to calculate the necessary labor consumption for each work item when preparing the outline and the estimate.

- The application of economic-technical norms must comply with the requirements stipulated in criteria, standards, norms, and technical guidelines issued by competent state authorities.

- Costs and coefficients applied in forest investigation:

+ Class wage coefficient according to regulations; mobile allowance; hazardous and dangerous occupation allowance; social insurance; health insurance; unemployment insurance; union fees;

+ Difficulty coefficient is used to adjust the labor level in the field when workers perform work with different levels of difficulty;

+ Technical labor downtime due to weather of field technical labor.

- The cost of machinery and equipment for forest investigation shall not exceed 5% of the labor cost.

- The cost of materials, tools, electricity, water, and communication shall not exceed 5% of the labor cost.

- The economic-technical norms for various types of forest investigations are attached in the appendix issued with Circular 05/2024/TT-BNNPTNT.

3. Economic-technical norms for forest investigation in Vietnam from June 22, 2024

The economic-technical norms for forest investigation from June 22, 2024, are stipulated in Table 01, Section B, Part 2 of the appendix issued with Circular 05/2024/TT-BNNPTNT as follows:
