Dossier for vehicle ownership transfer registration in Vietnam from January 1, 2025​

Pursuant to Article 16 of Circular 79/2024/TT-BCA, the dossier for vehicle ownership transfer registration includes the following documents:

(1) Withdrawal Dossier

- Withdrawal declaration form for the vehicle registration certificate and license plate;

- Vehicle owner's documents as stipulated in Article 10 of Circular 79/2024/TT-BCA;

- 02 imprints of vehicle's engine and chassis numbers;

- Copy of the document for vehicle ownership transfer as stipulated;

- Vehicle registration certificate and license plate; in case of loss of either, the reason must be stated in the withdrawal declaration form.

During the waiting period for the withdrawal result, the owner retains the license plate for use and must return it when receiving the withdrawal certificate; if the owner does not return the license plate, the vehicle registration authority will cancel the result and require the owner to reapply for the withdrawal procedure in case of license plate loss as stipulated.

(2) Registration Dossier

- Vehicle registration declaration form;

- Vehicle owner's documents as stipulated;

- Document for vehicle ownership transfer as stipulated;

- Document for pre-registration fee as stipulated;

- Withdrawal certificate for vehicle registration certificate and license plate.

Procedures for vehicle ownership transfer registration in Vietnam from January 1, 2025​

Pursuant to Article 17 of Circular 79/2024/TT-BCA, the procedures for vehicle ownership transfer registration are as follows:

(1) Withdrawal Procedure

- The vehicle owner declares the withdrawal form for the vehicle registration certificate and license plate on the Public Service Portal, provides the online vehicle registration dossier code, or declares the withdrawal form for the vehicle registration certificate and license plate (according to form DKX11 issued with Circular 79/2024/TT-BCA) at the vehicle registration authority; submits the withdrawal dossier as stipulated in Clause 1, Article 16 of Circular 79/2024/TT-BCA and receives a receipt for the result of the withdrawal certificate for vehicle registration certificate and license plate as stipulated;

- After checking the valid vehicle dossier, the vehicle registration authority issues 02 withdrawal certificates for vehicle registration certificate and license plate with the engine and chassis numbers' imprints, and stamps the vehicle registration authority's seal over the imprints (01 copy returned to the owner, 01 copy filed in the vehicle dossier).

For temporarily imported vehicles, re-exported vehicles by entities entitled to diplomatic immunity, 03 withdrawal certificates for vehicle registration certificate and license plate are issued (02 copies returned to the owner for submission to customs and vehicle registration authorities, 01 copy filed in the vehicle dossier).

In case the owner requests, a temporary vehicle registration certificate can be issued along with the withdrawal certificate for vehicle registration certificate and license plate, without the need for a temporary vehicle registration dossier.

(2) Registration Procedure

- Organizations or individuals receiving vehicle ownership transfer declare the vehicle registration form as stipulated in Article 9 of Circular 79/2024/TT-BCA; bring the vehicle for inspection and submit the dossier as stipulated in Clause 2, Article 16 of Circular 79/2024/TT-BCA;

- After checking the valid vehicle dossier and the actual vehicle, if compliant, the vehicle registration authority issues a vehicle registration certificate and license plate according to Point b, Clause 2, Article 14 of Circular 79/2024/TT-BCA;

- Receive the receipt for the result, pay the vehicle registration fee, and receive the license plate (in case of issuance of a license plate as stipulated in Point c, Clause 2, Article 14 of Circular 79/2024/TT-BCA); if the owner requests to receive the vehicle registration result via public postal service, register with the public postal service unit;

- Receive the vehicle registration certificate at the vehicle registration authority or from the public postal service unit.

In case a 3-digit or 4-digit license plate has been issued, it shall be converted to a designated number plate according to the provisions of Circular 79/2024/TT-BCA.
