Recently, the Ministry of Industry and Trade of VIetnam issued Circular 09/2015/TT-BCT stipulating the procedures and processes for approving electricity purchase and sale policies with foreign countries.

Article 4 of Circular 09/2015/TT-BCT stipulates that the application dossier for approval of electricity trading policies with foreign countries for the project includes:
1. Application for approval of electricity trading policies with foreign countries;
2. A copy of the document requesting to buy electricity or the approval of selling electricity from the foreign side;
3. A copy of the agreement document from the Other Grid Management Unit in the case stipulated in Clause 3, Article 3 of this Circular;
4. The proposed plan for electricity trading with foreign countries for electricity import-export projects, including the following details:
- Brief description of the current status of the connection grid area of both countries;- The electricity demand (capacity, electrical energy, yearly and typical day load diagrams) expected for the electricity import-export project for each year in line with the period of the approved National Power Development Plan or the Provincial, City Directly Under Central Authority Power Development Plan;
- The grid connection plan between the Vietnamese power system and the foreign grid to supply electricity for the electricity import-export project includes:
- For electricity import-export projects connecting at voltage levels of 110 kV or higher: Preliminary analysis and selection of technology and technical aspects of the grid connection plan; site clearance and resettlement plan (if any), the project's impact on the environment, ecology, fire prevention and fighting, and national security (if any);
- Form of investment, preliminary determination of construction volume, total investment, project duration, capital mobilization plan according to schedule, and the project's socio-economic efficiency, and investment capital phasing if any, from the Vietnamese side;
- Proposals and implementation solutions.
Note: The number of application dossiers for approval of electricity trading policies with foreign countries includes 05 (five) sets.
