Regulations on dossier for temporary vehicle registration in Vietnam from January 1, 2025​

In Article 22 of Circular 79/2024/TT-BCA, regulations on dossier for temporary vehicle registration effective from January 01, 2025 are as follows:

- Vehicle registration declaration.

- Owner's documents as regulated in Article 10 of Circular 79/2024/TT-BCA.

- Certification of vehicle origin, including one of the following documents:

+ Electronic data of factory quality inspection certificates or electronic data of environmental protection technical safety certifications for imported vehicles, or photocopy of factory quality inspection certificates or photocopy of environmental protection technical safety certifications for imported vehicles (in cases where vehicles are moved from factory to warehouse, port or from warehouse, port, factory, dealership to registration place or to other dealers, storage points as regulated in point a, clause 5, Article 39 of Law on Road Traffic Order and Safety);

+ Factory quality inspection certificate for vehicles subject to development research requiring participation in road traffic as regulated (in cases of test vehicles for development research purposes requiring participation in road traffic as regulated in point c, clause 5, Article 39 of Law on Road Traffic Order and Safety).

+ Certificate from competent authority permitting road traffic participation, accompanied by vehicle list and photocopy of vehicle registration certificate from the country of origin (in cases of vehicles registered abroad permitted by authorities, including right-hand drive vehicles entering Vietnam temporarily for conferences, fairs, exhibitions, exercise, sports, tourism as regulated in point b, clause 5, Article 39 of Law on Road Traffic Order and Safety);

+ Document requesting temporary vehicle registration, accompanied by photocopy of vehicle registration certificate, vehicle list (in cases of vehicles serving events hosted by the Communist Party or the State as regulated in point b, clause 5, Article 39 of Law on Road Traffic Order and Safety);

- In cases where vehicle owners perform procedures for revocation for re-export abroad or transfer vehicle ownership, a temporary registration certificate will be granted along with the revocation procedures without requiring a temporary vehicle registration dossier (in cases where vehicles perform revocation procedures for re-export as regulated in point b, clause 5, Article 39 of Law on Road Traffic Order and Safety).

Regulations on procedures for temporary vehicle registration in Vietnam from January 1, 2025

Procedures for temporary vehicle registration from January 01, 2025, will be implemented according to Article 23 of Circular 79/2024/TT-BCA:

- Conduct temporary vehicle registration through full online public service, for cases regulated in point a, clause 5, Article 39 of Law on Road Traffic Order and Safety (electronic data of factory quality inspection certificates or electronic data of environmental protection technical safety certifications for imported vehicles is available on the public service portal):

+ Vehicle owner declares vehicle registration application on the public service portal;

+ After verifying the valid dossier, the vehicle registration authority notifies the owner to pay fees as regulated; the owner receives the authentication results and prints the temporary vehicle registration certificate on the public service portal.

- Conduct temporary vehicle registration through partial online public service or directly at vehicle registration authorities:

+ Vehicle owner declares the vehicle registration application as regulated in Article 9 of Circular 79/2024/TT-BCA and submits documents for temporary vehicle registration as regulated in Article 22 of Circular 79/2024/TT-BCA; the owner can perform procedures at the vehicle registration authority at a convenient location;

+ After receiving and verifying the valid dossier, the vehicle registration authority collects the fee and issues a temporary vehicle registration certificate and temporary license plate to the owner as regulated.
