Regulations on Distance Learning Programs at College, Intermediate, and Primary Levels

Recently, the Minister of Labor - Invalids and Social Affairs has issued Circular 33/2018/TT-BLDTBXH Regulation on college, intermediate, and primary level training in the form of distance learning and guided self-study.

Circular 33/2018/TT-BLDTBXH stipulates that the training programs and curricula for college, secondary, and elementary levels in the form of distance learning and guided self-study match the training programs and curricula of the corresponding fields under the formal training format. These are adjusted by the vocational training institutions to suit the learners' capabilities, training formats, and training durations.

For general subjects in the training programs at the college and secondary levels, adjustments can be made to suit the learner's profile, as decided by the head of the vocational training institution.

The training programs and curricula at the college and secondary levels in the form of distance learning and guided self-study are autonomously built, selected, approved, and used by the head of the vocational training institution in accordance with the regulations in Circular 03/2017/TT-BLDTBXH dated March 01, 2017, by the Minister of Labor, Invalids and Social Affairs, which stipulates the process for developing, appraising, and issuing the curriculum; organizing the compilation, selection, and appraisal of the training curricula at the secondary and college levels.

The training programs and curricula at the elementary level in the form of distance learning and guided self-study are autonomously built, selected, approved, and used by the head of the vocational training institution in accordance with the regulations in Circular 42/2015/TT-BLDTBXH dated October 20, 2015, by the Minister of Labor, Invalids and Social Affairs, which stipulates elementary level training.

Notably, the approved training programs must be publicly disclosed on the vocational training institution's website before organizing the enrolment.
