Criteria, quality standards, economic - technical norms for support services for study and research in Vietnam

Criteria

Circular 07/2023/TT-BVHTTDL stipulating criteria, quality standards, economic - technical norms, and guidance on providing professional support services, library services, and study and research support services was issued by the Minister of Culture, Sports, and Tourism of Vietnam on May 31, 2023.

- Convenience: Library users can access and use learning and research support services conveniently through direct or indirect service through information devices and cyberspace.

- Up-to-date: The provision of information is up-to-date and current, capable of meeting the learning and research needs of library users.

- Availability: Information resources, information products - libraries are always available to serve the different needs of library users.

- In-depth science: Quality information-library products with high gray matter content, capable of supporting and orienting scientific research activities.

- Popularity and mass: The provision of information and information products - the library serves different audiences, corresponding to the information use needs of library users.

Quality standards

- Ensuring 100% of library users can access and use information, knowledge, and information products provided by the library.

- Ensuring 90% of library users are satisfied with the quality, updateability, availability, depth, and science of information resources and library information products for learning and research provided by the library.

- Ensuring 80% of library users have the skills to receive and use information, through reading for study and research purposes.

Form of provision

Study and research support services are implemented in the following forms:

- Consulting and supporting information knowledge for library users, including:

+ Fostering information knowledge for library users;

+ Consulting directly at the library or through cyberspace on the needs, methods of accessing and using information resources, and information products - libraries.

- Providing high-quality information and information products - libraries for learning and scientific research, including:

+ Compiling summaries and annotations;

+ Summary for research;

+ Research overview.

- Internet access and information search support.

Economic - technical norms for services to support study and research in Vietnam

Specific economic - technical norms on support services for study and research in Vietnam are specified in Appendix 02 attached to Circular 07/2023/TT-BVHTTDL, including the following:

- Consulting and supporting information knowledge for library users

- Providing information, information products - high quality library for learning and scientific research

- Internet access and information search support

Circular 07/2023/TT-BVHTTDL takes effect as of September 1, 2023.
