Regulations on coordination in labor and employment issues in Ho Chi Minh City, Vietnam

Coordination Regulation 17930/QCPH-SLDTBXH-UBMTTQ-LĐLD-BHXH 2023 between the City Vietnam Fatherland Front Committee, the Department of Labor—Invalids and Social Affairs, the City Labor Confederation, Ho Chi Minh City Social Insurance on labor and employment issues in the city.

The purpose of promulgating this Regulation is to enhance responsibility and coordination between the agencies of the City's Vietnam Fatherland Front Committee, the Department of Labor, War Invalids and Social Affairs, the City's Labor Confederation,
City Social Insurance guides, supervises, and organizes the implementation of legal policies on labor and employment, contributing to building harmonious, stable, and progressive labor relations in enterprises in Ho Chi Minh City.

Principles of coordination in labor and employment issues

- Ensure consistency and improve the efficiency of state management of labor, employment, occupational safety and health, social insurance, and trade unions.

- Coordinate in exchanging and providing information between agencies must be based on the functions, tasks, and powers of each unit in each period and in accordance with the provisions of law.

- The content of information and exchanges must be clear, specific, timely, and within the scope of management of the agencies. The use of information must comply with the provisions of this regulation.

- All information, documents exchanged, and coordination content must comply with the provisions of the Law on Protection of State Secrets and industry security regulations.

Methods of coordination in labor and employment issues in Vietnam 

- Exchange opinions and provide information in writing or email at the request of the presiding agency.

- Organize regular and extraordinary interdisciplinary meetings; organize talks, conferences, seminars, and preliminary and final reviews.

- Carry out inspection and examination work of interdisciplinary working groups according to regulations.

- Bachelor of Human Resources Coordination:

+ When work needs to be coordinated, the party requesting coordination can request to send personnel to participate in coordination. The proposed document includes: purpose, content, coordination requirements, and coordination method. The agency or unit requested to coordinate is responsible for sending personnel according to requirements and creating conditions for the nominated personnel to participate in coordination and successfully complete the tasks.

+ In case the party requested to coordinate cannot send personnel to participate in coordination as requested, there must be a written response clearly stating the reason.

- For unexpected coordination requirements to ensure timely work, leaders of agencies can discuss directly through meetings, phone calls, and official emails, but must then do so in writing.

- Other forms based on agreements between agencies.

Content of coordination in labor and employment issues in Vietnam

In particular, the content of work coordination includes:

- Coordinate to guide and supervise the implementation of policies and laws on labor, employment, occupational safety and health, social insurance, trade unions, and the implementation of democratic regulations at the grassroots level in the enterprise;

- Coordinate propaganda, dissemination, and education of policies and laws;

- Coordinate to inspect and examine the implementation of the Labor Code, Employment Law, Law on Occupational Safety and Health, Law on Social Insurance, Law on Trade Unions, and Law on Implementing Democracy at the Grassroots;

- Coordinate in taking care of the lives of union members and workers.
