At the beginning of 2019, Circular 02/2019/TT-BQP was promulgated by the Ministry of National Defense, stipulating regulations on measurement activities in the fields of military and national defense.

Measuring instruments in the field of military and national defense must be inspected. The inspection is regulated by Circular 02 as follows:

- The inspection is conducted by the Measurement-Quality facilities under the Ministry of National Defense and external inspections organizations outside the Military.- Measurement-Quality facilities under the Ministry of National Defense are permitted to inspect measuring instruments only within the scope of competence recognized by the Directorate for Standards, Metrology, and Quality.- External inspection organizations must be recognized or designated as competent by the state measurement management authority to conduct inspections.- Inspections must comply with the inspection procedures issued by the General Department of Standards Metrology and Quality, the Directorate for Standards, Metrology, and Quality, or specialized management agencies and units.
