Recently, the Government of Vietnam has issued Decree 89/2009/ND-CP stipulating the regulations on border diplomacy activities.

Decree 89/2009/ND-CP regulating border diplomacy activities mandates the following provisions to ensure a specific budget:
+ Budget sources:
- State budget;
- Other budgets as stipulated by law.
+ Mechanism to ensure the budget:
- The budget for border diplomacy activities of Ministries and sectors is allocated in the annual budget estimates;
- The budget for border diplomacy activities of localities is allocated in the annual budget estimates;
- The budget for border diplomacy activities of the Border Guard assigned by the Ministry of National Defense is allocated in the annual budget estimates;
- Annually, Ministries, sectors, and localities prepare budget estimates for ensuring border diplomacy activities, consolidate them into the general budget estimate, and submit them to the competent authority for approval.
+ Expenditure content for border diplomacy activities:
- Expenditure content:
- Expenses for outgoing and incoming delegations as per border diplomacy plans;
- Investment in construction, repair, and upgrading of facilities, procurement of technical equipment and means for border diplomacy activities;
- Organizing conferences and seminars;
- Gifts;
- Training and professional capacity building;
- Establishing and maintaining archives;
- Other related diplomatic activities.
- Specific expenditure levels are to be implemented in accordance with legal provisions;
- The preparation of estimates, management, and utilization of the budget must comply with the current legal regulations.
