The Ministry of Justice on December 29, 2015, issued Circular 20/2015/TT-BTP detailing and guiding the implementation of certain provisions of Decree 23/2015/ND-CP on the issuance of copies from master registers, certification of copies from originals, certification of signatures, and certification of contracts and transactions.
Circular 20/2015/TT-BTP stipulates that when certifying signatures on documents in foreign languages, if the certification officer does not understand the content of the document, they have the right to request the certifying individual to submit a Vietnamese translation of the document's content. The translation of the document does not need to be notarized or authenticated for the translator's signature; the certifying individual is responsible for the content of the translation.
Additionally, attention must be given to personal identification papers issued to individuals. If the personal identification papers are issued by a competent foreign authority to individuals, such as: passports, identity cards, or other documents like permanent residence cards, residence permits, driver's licenses, diplomas, certificates, and transcripts accompanying diplomas and certificates, they do not need to be legalized for consular purposes when certifying copies from the originals. In cases where certification of the translator's signature on translations of these documents is required, consular legalization is also not necessary.
