This is notable content from Circular 87/2011/TT-BQP guiding the implementation of the Scheme for training military officers of the Commune Military Command to college and university levels in grassroots military majors until 2020 and in the following years, pursuant to Decision 799/QD-TTg issued by the Ministry of National Defense on June 27, 2011.

Pursuant to Circular 87/2011/TT-BQP, the admission process for the training program for military personnel of commune-level military commands is stipulated as follows:
1. Admission Targets
- To achieve the Scheme's objectives, annually the Ministry of National Defense of Vietnam assigns admission targets for undergraduate and associate-level training in the field of local military to military zones, localities, and training institutions.
- The Command of the Military Zones, the Command of Hanoi Capital, based on the assigned admission targets and the training needs for commune-level military personnel as per the localities' planning and scheme for commune-level military personnel, will allocate local military training admission targets to the localities. The People's Committees at all levels will direct, monitor, and check the implementation of local military sector admissions to ensure adequate quantity and quality of the commune-level military personnel trained at the institutions as per regulations.
2. Admission Organization
- The Military Admission Committee of the Ministry of National Defense of Vietnam annually assists the Ministry of National Defense of Vietnam in issuing circulars to guide localities and units on military admissions, including undergraduate and associate-level admissions in the local military sector, according to the Scheme’s objectives.
- The Provincial Military Admission Committee, the District Military Admission Committee assist the People's Committees of the same level in implementing local military sector admissions per the regulations, ensuring rigor and quality. Special attention should be directed towards candidates who are part of the commune-level military personnel source planning, confirmed by the commune-level party committee for training and subsequent utilization; the list of successful candidates for annual training is approved by the Provincial People's Committee.
- The Provincial Military Command consolidates candidates with admission letters at the Provincial Military Command to organize indoctrination, assign tasks, and meticulously hand over candidates to the training institutions.
