The activities of the inter-sectoral coordination organization in Vietnam are regulated as follows:
Working regime
The inter-sectoral coordination organization headed by the Prime Minister and Deputy Prime Minister works according to a regime that emphasizes the personal responsibility of the leader.
An inter-sectoral coordination organization headed by Ministers and Heads of ministerial-level agencies works according to a regime that promotes the personal responsibility of each member.
Responsibilities of the standing agency of the inter-sectoral coordination organization in Vietnam
- In an inter-sectoral coordination organization headed by the Prime Minister and Deputy Prime Minister, the head of the ministry or ministerial-level agency assigned to be the standing agency is responsible for ensuring operating conditions of the inter-sectoral coordination organization, use its apparatus to organize the implementation of the tasks of the inter-sectoral coordination organization, or report to the head of the inter-sectoral coordination organization to establish a working team under the concurrent regime (with the participation of industry and field experts and scientists) of the standing agency to help organize inter-sectoral coordination to effectively carry out tasks, ensuring no increase in staffing, except for special cases implemented according to the Prime Minister's decision.
- Ministers and heads of ministerial-level agencies head the inter-sectoral coordination organization and use their apparatus to carry out the tasks of the inter-sectoral coordination organization or establish a supporting team to work on a part-time basis (with the participation of industry and field experts and scientists) to help organize inter-sectoral coordination to effectively carry out tasks, ensuring no increase in staffing.
Responsibilities of the head of the interdisciplinary coordination organization in Vietnam
- The head of the inter-sectoral coordination organization is responsible for promulgating the Regulations on organization and operation.
- The heads of inter-sectoral coordination organizations are Deputy Prime Ministers, Ministers, and Heads of ministerial-level agencies with the following responsibilities:
+ Be responsible to the Prime Minister for implementing assigned tasks;
+ Organize the implementation of tasks by inter-sectoral coordination organizations;
+ Manage and assign tasks to members;
+ Convene and chair meetings of interdisciplinary coordination organizations;
+ Mobilize and recruit experts.
- In an inter-sectoral coordination organization headed by the Prime Minister, the head of the ministry or ministerial-level agency assigned to be the standing agency shall carry out the responsibilities specified in Points b, c, d, and dd, Clause 2 Article 16 Decision 23/2023/QD-TTg.
Responsibilities of members
Members of the interdisciplinary coordination organization are responsible for fully participating in the activities of the interdisciplinary coordination organization and are personally responsible to the head of the interdisciplinary coordination organization for assigned tasks.
The opinions of members are the official opinions of the agency or organization where they work.
Information and reporting regime
- The inter-sectoral coordination organization is headed by the Prime Minister and Deputy Prime Minister, the deputy is the head of the ministry or ministerial-level agency assigned to the task of the standing agency and is responsible for reporting periodically according to the Regulations on Organization and Operation, and make extraordinary reports at the request of the Prime Minister on the operational situation.
- Inter-sectoral coordination organizations are headed by Ministers and Heads of ministerial-level agencies. The head of the inter-sectoral coordination organization is responsible for reporting periodically according to the Regulations on organization and operation and making extraordinary reports at the request of the Prime Minister on the operational situation.
- Periodically before December 31 every year, the standing agency of the inter-sectoral coordination organization reports its activities to the Ministry of Home Affairs and the Government Office for synthesis and reporting to the Prime Minister.
Operating expenses
The operating budget of the inter-sectoral coordination organization is guaranteed by the state budget and is allocated in the regular operating budget of the ministries and ministerial-level agencies assigned to the tasks of standing agencies of inter-sectoral coordination organizations.
Decision 23/2023/QD-TTg takes effect on December 10, 2023.
